Airmen Selection Goes Online

In tune with the national policy “DIGITAL INDIA’, Indian Air Force (IAF) today launched a dedicated website for selection into the airman cadre. The website “airmenselection.gov.in” was launched by Air Officer-in-Charge Personnel (AOP), Air Marshal S Neelakantan and dedicated to the nation today.

The receipt of applications and registration of candidature for the selection used to be a manual process till date. Now aspiring candidates for airmen selection would be able to apply online for all recruitment tests. The website is user friendly with drop down menus to browse information. The site would be available to candidates for filling up application online through a notification specific to a selection cycle.

This small step has paved the way for automation of the entire selection process which is to follow subsequently.

Submission of OROP Proposal

The policy of “One Rank One Pension” has been adopted by the Government to address the pension disparities. The modalities for implementation of OROP are under consideration of the government. It will be implemented once the modalities are approved by the Government.

This information was given by Minister of State for Defence Rao Inderjit Singh in a written reply to Shri Anil Desai in Rajya Sabha on Thursday, 30 July 2015.

(i) Effect wage revision of the Central Government Employees from 01.01.2014 accepting memorandum of the staff side JCM; ensure 5-year wage revision in future; grant interim relief and merger of 100% of DA; Include Gramin Dak Sevaks within the ambit of 7th CPC. Settle all anomalies of 6th CPC.

6. Stoppage of disinvestment in Central/State PSUs. . Stoppage of contractorisation in permanent perennial work and payment of same wage and benefits for contract workers as regular workers for same and similar work.

(v) No outsourcing, contractorisation, privatization of governmental functions; withdraw the proposed move to close down the printing presses, the publications, form stores and stationery departments and medical stores Depots; regularize the existing daily-rated/casual and contract workers and absorption of trained apprentices.



(vi) Revive the JCM functioning at all level as an effective negotiating forum for settlement of the demands of the Central Government Employees.

7th Pay Commission Likely to Hike Salaries By 40%: Report from Credit Suisse

The 7th Pay Commission is likely to raise the salaries of government employees by up to 40 per cent, said Neelkanth Mishra, India equity strategist of Credit Suisse. The Pay Commission will submit its recommendations in October and it will be implemented by next year.
"As the Pay Commission numbers come through there could be a 30-40 per cent increase for each individual. It won't be as big as last time because it was driven by a lot of arrears but definitely a large number of government employees will come into the pay bracket which can afford to have, for example, four-wheelers," he said in an interview with NDTV. Credit Suisse says about one-third of India's middle class is employed by the government and as the 7th Pay Commission comes through, there will be an improvement in discretionary spending.

"In Tier 3, Tier 4 towns where government employees are 50-60 per cent of the middle class, it is very likely that real estate markets will take off again," Mr Mishra said.

Once the Pay Commission submits its recommendations in October, it will take 3-6 months for the Centre and the states to announce its implementation, Credit Suisse said.

Gujarat and Madhya Pradesh have already indicated that they are going to implement the 7th Pay Commission recommendations from January 1, 2016, he said.

As clarity emerges on the 7th Pay Commission, consumption will see an uptick and that could act as a stimulus to the economy, the brokerage said.

However, Mr Mishra struck a note of caution. "Clearly if you see a third or 35 per cent of your middle class getting a 40 per cent or 30 per cent jump in compensation in one shot, the fears of inflation will rise." Expectations of rate cuts can get pushed out and some possible fiscal pressures can emerge, he warned.

India Post to Release Series of Stamps on Well Known Singers, Writers, Freedom Fighters, Painters and Dancers

Promote Philately in Childrens- Ravi Shankar Prasad 

The Government has decided to release series of stamps on Singers, Writers, Freedom-fighters, Painters and Dancers. It has also decided that ceremonial stamps issued so far may also be made available in all post offices for easy purchase by the public. The philatelic advisory committee which met under the Chairmanship of Minister for Communication & IT, Shri Ravi Shankar Prasad yesterday also decided that stamps with picture postcards may be release on tourist places in India such as Taj Mahal, Ajanta and Ellora, Belur Math, Khajuraho etc.

Shri Ravi Shankar Prasad also directed the department to conduct a letter writing competition at district level with suitable awards for the winner to promote philately among children’s. He also directed that a series of stamps on Charkha be released on 2nd October, 2015.

Further, Minister of Communication & IT also suggested having designs of philatelic stamps through crowd sourcing. Commemorative postage stamp on “Swach Bharat”, the theme of Clean India was released by Department of Posts, on 30.01.2015, the design was decided through open competition. A commemorative postage stamp on Women Empowerment is being released on 15th August, 2015, the design has been decided by crowd sourcing. The MOC&IT also desired to bring technology in philately. Mobile app should be developed so that people can have information about philatelic stamps. Social Media should be used for promoting philately.

Facebook on Philately has been introduced which has brought out awareness to the people throughout the globe. The Philatelic Advisory Committee (PAC) members comprising of eminent persons from various fields such as art, literature, music, dance participated in the meeting. In this context, it is to inform that the Philatelic Advisory Committee (PAC) members gave their valuable suggestions in the above mentioned fields and also discussed the steps to be taken for promoting Philately among the public of various age groups. Suggestions were made for promoting philately through Culture and Policies also. Joint Issues released by Department of Posts, promote Philately through Culture.

(b) if so, the details thereof, State/UT-wise during each of the last three years and the current year;

(c) whether the Union Government has received certain demands from various State Governments including the State Government of Rajasthan for declaration of Areas/Regions as Tribal Region or to extend the Scheduled Areas/Regions; and

The proposal for inclusion of “Hatti” community in list of Scheduled Tribes of Himachal Pradesh State was received from the Government of Himachal Pradesh in the year 2005.

(c) & (d): The Governments of Himachal Pradesh, Kerala and Rajasthan had submitted proposals for extension/declaration of Scheduled Areas in the respective States. The proposals have been examined.

New Delhi: The office of the President of India had assumed a new meaning in the hearts of billions of Indians from year 2002 to 2007 – the Kalam years at the Rashtrapati Bhavan. Kalam was the people's president. His endearing nature and undying commitment to see India progress and prosper had turned him into one of the most popular personalities of our times.

One of his biggest passion was to interact with students to instil in them a fire to succeed in life. His personal life story starting from a poverty-ridden childhood, to a struggle to get education, and his contribution to India's missile technology was and will always remain a source of inspiration for the country.


Dr Kalam was as well versed with the Koran as he was with the Bhagvad Gita – a secular Indian in the true sense. The common man of India is in grief today.

In view of former President Dr APJ Abdul Kalam’s sudden death on Monday, Social media is abuzz with the rumors of government order for schools to be closed on Tuesday as mark of respect. Many schools have already sent advisory that the school would remain closed on Tuesday, but there was no official declaration of any holiday by the Union government. Karnataka was among the first states to declare a holiday tomorrow for all schools and government offices, where Dr Kalam was a resident throughout his 40-years career as a DRDO scientist and holds special image among the science fraternity.

Maharashtra education minister Vinod Tawde has said that the union government has confirmed that there will be no state holiday for schools and colleges on Tuesday, following the death of ex-President Dr APJ Abdul Kalam.  The government has declared a national mourning period of 7 days, Union Home Secretary LC Goyal had earlier said.

This is a drastic departure from convention. Protocol allows for 7 days mourning only in the event of death of a sitting President. The government's declaration therefore speaks of the standing of Dr APJ Abdul Kalam in the minds of the people as well as in political circles.

In view of the admiration for the former president among the people, the Centre has decided to make it a 7-day mourning that is reserved only in the event of the death of a sitting president.

The government has cleared that the schools and offices will remain open but some state governments have declared a holiday such as Karnataka, where Dr Kalam was a resident throughout his career as a DRDO scientist and holds special image among the science fraternity.

In his condolence message the Prime Minister said," भारत के पूर्व राष्ट्रपति, और विशेष करके युवाओं के प्रिय श्रीमान अब्दुल कलाम जी के निधन के समाचार पूरे देश के लिए और विश्व के वैज्ञानिक आलम के लिए एक बहुत ही दुखद समाचार है। राष्ट्रपति के रूप में उनका कार्य, उनका जीवन, उनकी हर बात देश के लिए आज भी दिशादर्शक है। एक वैज्ञानिक के रूप में उन्होंने भारत को नयीं उंचाईयों पर पहुँचाया था। भारत को सशक्त बनाने में, वैज्ञानिक शक्ति को जोड़ने का उनका जीवन भर का प्रयास भारत की बहुत बड़ी पूँजी है। वे राष्ट्रपति थे तब भी और बाद में भी यही कहते थे कि मैं तो एक teacher हूँ, मैं एक professor हूँ। पढ़ाना..ये मेरी passion है। और आज जीवन का अंत काल भी विद्यार्थिओं के बीच, अपने प्रिय काम को करते-करते ही उन्होंने वो अंतिम क्षण भी बितायी।

सामान्य परिवार में जन्मे हुए तमिलनाडु में दूर-सुदूर रामेश्वरम से जीवन की यात्रा प्रारम्भ की और हिंदुस्तान के जन-जन से लेकर के विश्व के अन्दर भारत की प्रतिष्ठा को बढ़ाने में आपका बहुत बड़ा योगदान रहा।

व्यक्तिगत मेरे जीवन में एक उत्तम, वरिष्ठ मार्गदर्शक रहे थे। उनके साथ बहुत निकटता से काम करने का मुझे अवसर मिला था। मैंने व्यक्तिगत जीवन में तो एक उत्तम मार्गदर्शक को खोया है, देश ने अपने एक ऐसे सपूत को खोया है, जिसने भारत की सेवा की, भारत को सशक्त बनाने के लिए। जिसने अपनी पल-पल लगायी, भारत की युवा पीड़ी को सशक्त बनाने के लिए, सामर्थवान बनाने के लिए। ऐसे महापुरुष की विदाई, मैं नहीं मानता कि कोई भर पायेगा। देश ने बहुत कुछ आज गंवाया है।

मैं उस महान आत्मा के प्रति अपने श्रधा-सुमन अर्पित करता हूँ। देश आज शोक-मग्न है। उनका कार्य हमें देश को आगे बढ़ाने के लिए प्रेरणा देता रहेगा।

मैं फिर एक बार इस महापुरुष के जीवन को, उनके कार्य को, उनकी प्रेरणा को नमन करते हुए, देशवासियों को इस शोक-संतप्त अवस्था में, गहरे सदमे की इस अवस्था में, मेरे पास अधिक कुछ कहने के लिए शब्द नहीं बचे... ।“

What DoPT's Order says in this regard? 
HOLIDAYS: The existing system of holidays will continue.  No holiday shall, however, be declared in the event of death of any person other than the incumbent President of India or the incumbent Prime Minister of India.  Suitable orders in this regard have already been issued by the Ministry of Home Affairs vide OM No. 3/2/97-Public dated 21.11.1997. Full text of OM reproduced below:-

OFFICE MEMORANDUM

SUBJECT:- Reduction in Casual Leave entitlement and various recommendations of the Fifth Pay Commission in respect of number of holiday/working week etc.

In the light of the various recommendations of Fifty Central Pay Commission contained in Chapter 118 of the Report relating to Hours of Work and Holidays etc., the following decisions have been taken by the Government.

2. WORKING WEEK: It has been decided to continue the five-day-week working system introduced since June-1985 in the civil administrative offices of Government of India. Departments whose functions are pre-dominantly marked by public dealings or of commercial nature and at present are functioning on 5-day-week basis, will review the existing arrangements and switch over to 6-day-week wherever feasible. Action taken in this regard will be reported to this Ministry within the next four months.

3. HOLIDAYS: The existing system of holidays will continue. No holiday shall, however, be declared in the event of death of any person other than the incumbent President of India or the incumbent Prime Minister of India. Suitable orders in this regard have already been issued by the Ministry of Home Affairs vide OM No. 3/2/97-Public dated 21.11.1997.

4. CASUAL LEAVE ENTITLEMENT: It has also been decided to reduce with effect from Ist January, 1998 the number of days of Casual Leave for Central Government employees from the existing 12 days to 8 days in a year. Various Departments may also effect corresponding reduction with effect from Ist January, 1998 where the Casual Leave entitlement for certain categories is higher than 12 under intimation to this Ministry.

5. All Ministries/Departments may bring the above decision to the notice of all concerned under their administrative control and ensure compliance with these instructions.
