1. What is the power of the prescribed punishing authority?

i. A penalty can be imposed only by the prescribed punishing authority.

ii. An appellate authority or any other authority higher than the appropriate punishing authority cannot exercise any concurrent original disciplinary jurisdiction.

iii. In no circumstance the authority higher than the punishing authority should issue any direction in regard to the penalty to be imposed.

2. What is the memorandum of charges?

i. When an employee is charged with an offence and it is proposed to take disciplinary action against him, every opportunity should be given to him explaining the charges.

ii. A memorandum of charges with four annexure is prepared.

a)Statement of articles of Charge.

b)Statement of imputation of misconduct or misbehavior in support of article charge.

c)List of documents by which each articles of charge are proposed to be sustained.

d) List of witness by whom each articles of charge are proposed to be sustained.

iii. The memorandum is delivered to the delinquent Government servant who is asked to submit his written statement of defense and to whether he desired to be heard in person.

3. What is ‘common’ proceeding?

i. When two or more Government Servants are concerned in any case, the President or any other authority competent to impose the penalty of dismissal from service on all such Government servants may make an order directing that disciplinary action against all of them may be taken in a common proceeding.

ii. If the authorities competent to impose the penalties of dismissal on such Government Servants are different, an order for taking disciplinary action in a common proceeding may be made by the highest of such authorities with the consent of the others.

iii. Joint proceeding against the accused and accuser is an irregularity which should be avoided.

4. What are the circumstances in which procedure contained in Rule 14 to Rule 18 of CCS (CCA) 1965 could not be followed?

The Displinary authority may consider the following circumstances and make such orders thereon as it deems fit -

i. Where any penalty is imposed on a Government on conduct which has led to his conviction on a criminal charge.

ii. Where the disciplinary authority is satisfied for the reasons to be recorded in writing that it is not reasonably practicable to hold an inquiry in the manner provided in the rules.

iii. Where the president is satisfied that in the interest of the security of the state, it is not expedient to hold an inquiry in the manner provided in the rules.

The Government servant may be given an opportunity of making representation on the penalty proposed to be imposed before any order is made in the case where any penalty is imposed on a Government servant on the conduct which has led to his conviction on a criminal charge.

5. What are the annexure of memorandum of charge in respect of rule 16 proceedings?

i. Statement of imputation of misconduct of misbehavior in support of the articles of charge.

India Post plans separate firm to sell collectible stamps


India Post is eyeing a jump of Rs. 100 crore in turnover from the philately segment.

It proposes to set up an independent public limited company to boost revenue.

The Department of Post is planning to set up an independent company for its philately business with an aim to boost revenues from the sale of collectible stamps.

India Post Philately Company is proposed as a public limited company, fully owned by the government, with an authorised capital of Rs. 100 crore.

“The proposed company will be a service-based one, which will not only sell its products to existing customers —collectors and philatelists — but will also try to attract new ones. It will focus on promotion of philately, mainly among the younger generation,” a senior official told The Hindu.

The proposal would soon be sent to the Cabinet.

Philately in textooks

As part of the strategy to spread the interest in philately among the younger generation, S.K. Sinha, Secretary, Posts, wrote to the Department of School Education and Literacy under the Ministry of Human Resources Development last month, seeking that a chapter on philately be included in the textbooks for Class V, VI, or VII.

India Post is eyeing a jump of Rs. 100 crore, or over 250 per cent, in turnover from the philately segment to Rs. 141 crore in the current fiscal.

The earnings from this segment stood at Rs. 39.88 crore during 2015-16 and Rs. 32.85 crore during 2014-15.

This does not include revenues from the sale of stamps meant for daily use.

As per the proposal, the new firm will have a corporate office and four zonal offices. The board of directors will have seven officials. While the Secretary, Department of Posts, will be the non-executive chairman, India Post officials of the rank of Joint Secretary will be appointed as chairman and managing director on deputation. The board will have three persons from the department and four outsiders.

The Department of Company Affairs will also be represented on the board. Inter-ministerial consultations will be held with the Departments of Expenditure and Legal and Company Affairs, and their views would be incorporated in the Cabinet note.

In the six months from January to June this year, the Department has issued 14 commemorative stamps.

Sub: Scheme for Promotion of Adventure Sports & Similar Activities amongst Central Government Employees. Approved Programme for September 2016 to January 2017.

The undersigned is directed to refer to the Department of Personnel & Training Office Memorandum of even number dated 26th April 2016 regarding Scheme for Promotion of Adventure Sports & Similar Activities amongst Central Government Employees (copy enclosed).

2. Following are the approved programmes under the Scheme during September 2016 to January 2017:



@Course application form, medical certificate, risk certificate, joining instructions and conditions of the programme are available at the Association website www.yhaindia.org .

3. The financial assistance and other incentives and procedure for availing benefits of the scheme have been mentioned in the paragraph 7 and 8 of the said Scheme. The additional list of approved programme will follow.

4. The interested and eligible Central Government Employees may contact the designated person of the Institute/Association and forward a copy of the application form after following prescribed procedure. Re- imbursement of admissible amount will be made by the Central Civil Services Cultural and Sports Board after successful completion of the course/programme.

Educational Qualification : 

For Postal/Sorting Assistant:- 

a) Pass in 10+2 standard or 12th class pass from recognized University/ Board of School Education, Board of Secondary Education (excluding vocational/JOC streams).
b) Candidates with higher education are also eligible but they have to fulfill the requirements mentioned in sub Para (a) above. There are no bonus marks for higher education.
c) Candidates who have passed 12th standard/10+2 in vocational course or Job Oriented Course (JOC) are not eligible.
d) Sports Qualification- as per Para 11 below.

For Postman:-
a) Matriculation from a recognized Board or University.

     Under the guidance of Col Sukhdev Raj, CPMG Haryana, Sh. Jagdeep Gupta, Director Postal Services(HQ), Haryana Circle has launched “Post office at Your Doorsteps” scheme today on 13.07.2016. This scheme will be available through Haryana Circle web portal www.haryanapost.gov.in.

Customer can avail Sukanya Samridhi Account, Atal Pension Yojna & Postal Life Insurance facilities at their doorsteps.

  • Customer has to just raise the request on our website :  www.haryanapost.gov.in.
  • Customer has to download the account opening form from our website
  • Customer has to keep ready 2 self attested copies of ID Proof+ Address proof+2 Photo graphs of depositor, Duly filled Account opening Form and Deposit Slip+ Investment Amount
  • Investment amount upto Rs 1000/- can be paid in cash
  • Investment amount above Rs 1000/- by cheque in favour of Postmaster
  • Customer has to handover investment amount+ documents to nominated officials by Postal Department. A receipt will also be provided in this regard.
  • Customer will be provided end to end tracking of request i.e. who will attend the customer, when the passbook will be delivered, all these information will be communicated to customer in advance.
  • In case of non having the internet connectivity, customer has the option to call on help line no 0171-2603209,2643311 to raise the request.

    In the First phase, this scheme will be operational in Ambala, Panchkula, Kurukshetra, Karnal, Panipat & Rohtak Districts. The same will be implemented in more districts subsequently in phased manner.

Maximum Entry Age for GDS Posts increased to 40years

It has been observed that due to maximum age limit of 30 years many of GDS engaged in their prime youth tend to leave for want of better opportunities and the needy and competent persons who have ceased the maximum age limit criteria are deprived of the opportunity.

Sub:- Selection process for engagement to all approved categories of GDS posts – Review thereof.

Reference is invited to this Directorate order No.17-39/6/2012-GDS dated 14-01-2015 vide which the revised eligibility criteria for engagement to GDS posts was prescribed.

2. It has been observed that due to maximum age limit of 30 years many of GDS engaged in their prime youth tend to leave for want of better opportunities and the needy and competent persons who have ceased the maximum age limit criteria are deprived of the opportunity.

3. Further reference is invited to this Directorate order No.17-39/7/2012-GDS dated 14-01-2015 and letter No.17-39/2012-GDS dated 16-09-2015 in para 2(b) (vii) of aforementioned letter it has been stipulated that “the authority higher to the recruiting authority will nominate a committee constituting of three members including recruiting authority with two others not below the rank of Inspector Posts. Beside the said authority will decide the date on which such committee will meet for finalizing selection”

4. The above orders have been reviewed and the following amendments are approved by the competent authority and shall take into effect from the date of issue of this letter.

(a) The entry age to the GDS posts shall be raised up to 40 years of age (further relaxable by 03 years to those belonging to OBC categories and 05 years in case of candidates belonging to SC/ST. Maximum age of Casual Labourers shall be 45 years (48 years for OBC & 50 years for SC/ST) subject to fulfilling other conditions of eligibility.

(b) The instructions about formation of committee consisting of three members prescribed vide para 2 (b) (viii) of this Directorate letter No.17-39/2012-GDS dated 16-09-2015 be withdrawn and the recruiting authorities may be allowed to continue engagement of GDS without formation of such committee.
