PRESS STATEMENT

The initial report received at the Confederation CHQ indicates the participation of about 8.5 lakh Central Government employees in today’s general Strike action of the Indian working Class. Earlier endorsing the call of the Central trade Unions, the Confederation of CGE and workers had called upon the Central Government employees to take part in the one day strike to compel the Govt. to withdraw the anti-people and anti-worker neo-liberal policies pursued since 1991.

The report states that the offices of the Postal, Income Tax Ground Water Board, Survey of India Geological Survey of India, , Indian Bureau of Mines. Offices of the Census Departments, ISRO, Atomic Energy, Medical Store Depots, Film Institute of India, Offices of the AGMARK, various other autonomous scientific and research institutions, etc remained closed for the whole day and the work completely paralysed. The strike also paralysed the functioning of various offices of the Indian Audit and Account Department, Printing and Stationary, Census, CPWD, Civil Accounts, Indian Standards Institute etc. Total civilian employees of various Defence Organisations and Defence Accounts Departments participated in the strike. The strike in which lakhs of workers participated has cautioned the Government of the consequences of scrapping the various labour welfare legislations intended to please the Corporate houses.

The Central Government employees were particularly unhappy over the denial of the wage revision for the past 5 years, non grant of interim relief and merger of DA, the continued outsourcing and contractorisation of Governmental functions, denial of the Statutory defined benefit pension to the fresh appointees and above all the closure of the negotiating forum- JCM- since 2010. The Finance Minister’s statement in the Parliament while laying the Medium term Expenditure Framework Statement pegging the additional revenue expenses on account of salary, pension etc for the year 2016-17 at just 5% more than 2015-16 was indicative of the nugatory attitude of the Government towards its own employees’ genuine demand for wage revision. It has no doubt acted as a catalyst to the enthusiastic participation of the employees in the Strike action.

The Strike was total in Kerala, Tamilnadu. Maharashtra, Punjab ,Telengana, Andhra Pradesh, Karnataka, Jharkhand, Chattisgrah, MP, Orissa, West Bengal Assam, North Eastern States w and 80 to 90% in other States.

The Confederation secretariat congratulates the employees and their leaders, who undertook intensive Campaign to make the strike such a grand success.

The Confederation Secretariat while thanking all its members for their whole hearted participation in the Strike and making it an unprecedented success, places on record the gratitude and appreciation for the yeomen efforts of the various Central Government Pensioners organizations in supporting the strike action.

Normal Life not Affected by Labour Unions’ Strike

Government Committed to Ensure Welfare of Workers

The impact of the strike call given by some of the Central Trade Unions has not been felt much in the most parts of the country as per information received from all over the country.

The situation remained, by and large, normal and peaceful across the country. Most of the employees attended their offices. Trains, buses, auto rickshaws, lorries plied as usual. There has been minimal effect in banking, coal, major ports & defence production units. The essential services functioned more or less normally.

The Inter-Ministerial Committee constituted by the Prime Minister had held several rounds of meetings with the representatives of Central Trade Unions to discuss their demands. The Government is positive on many of their demands without any pressure and expressed its commitment to ensure the welfare of workers.

Out of 12 Central Trade Unions, two Unions did not join the strike, three Unions remained neutral and seven Unions went on strike. It indicates that the workers want to settle their demands through the dialogue and discussion.

The workers are in agreement with the Government and are looking forward to positive steps taken by the Government on nine of their twelve demands which will be met as per their aspirations.

INCOME TAX E FILING DUE DATE EXTENDED UP TO 7 th SEP 2015

Due-Date for E-Filing Returns of Income for Assessment Year 2015-16 Extended up to 7th September 2015 in Respect of all Taxpayers who were Required to E-File their Returns of Income by 31st August 2015

The Government has received various representations that tax payers have faced difficulties in E-filing of returns across the country due to slowing down of certain e-services on 31st August 2015.

Considering these representations, the Central Board Direct Taxes (CBDT) has extended the ‘due-date’ for E-filing returns of income from 31st August 2015 to 7th September 2015 in respect of all taxpayers who were required to E-file their returns of income by 31st August 2015.

Earlier, the ‘due-date’ for filing of Income Tax return for Assessment Year 2015-16 was extended till 31st August, 2015 in case of those taxpayers who were required to file their tax return by 31st July, 2015.

Arun Jaitley on OROP – Annual pension revision do not happen anywhere in the world


“For the first time, a clause in OROP was openly rejected. The Finance Minister has refused to give annual increment for pensioners like servicemen get.”

“The task of the finance minister is very much like the housewife’s. She has to spend each and every rupee wisely to make sure that there is no cash crunch towards the end of the month,” Finance Minister Arun Jaitley told the reporters during a press meet.

Ex-servicemen have been fighting for the past 78 days demanding the implementation of One Rank One Pension. The finance minister told the reporters, “We are ready to give them OROP, but we cannot give them annual increments like they demand. We can consider revisions once every five years. The 7th Pay Commission will soon submit its report to the Government. If we have to implement their recommendations and the OROP, there will be additional expenses. We’ll have to manage that too.”

He also said that the Central was committed to the long pending demand of One Rank One Pension but the ‘only difficulty’ as the ‘arithmetical translation’.

“My work is very similar to the responsibilities of a housewife. She has to run the family with the money that her husband brings and ensure that there is no cash shortage throughout the month. Therefore, we will not be able to give a 3% annual increment on the pension that is being demanded by the veterans.

“We have the responsibility of looking after these soldiers who retire at the age of 35 or 38. We agree to implement the OROP scheme. Pensioners are likely to see a substantial increase in their pensions. But it is impossible to increase the pension each year. Accepting these “unreasonable concessions” will form the basis for others like BSF and CRPF to make similar demands.

“I have, in my mind, an opinion and formula for OROP scheme. Others too will have their own opinions and formulae, but they have to be reasonable and rational criteria. OROP may not be a scheme with monthly or annual revisions,” he said.

Two major obstacles are, one is yearly increment and another issue of base year. There have been several rounds of talks between the official and the protesting veterans on this issues. But all of those have failed.

The pension drawn by soldiers who had retired earlier much less pension, when compared with the pension received by those who had retired recently. Instead of taking into account the calendar year in which the soldier retires, OROP fixes the pension on the basis of the rank and the number of years the soldier had served, to calculate his pension. Any future enhancement in the rates of pension, it would benefit all the ex-servicemen. This is the most important feature of the scheme.

More than 20 lakh veterans and 6 lakh war widows all over the country are hoping that their pensions will be revised based on OROP Scheme effective from 1.4.2014.

नई दिल्ली, [नितिन प्रधान]। पूर्व सैनिकों की जिद के चलते वन रैंक वन पेंशन का मामला अभी और लटकने के आसार बन गए हैं। अगले तीन चार दिन में अगर इस समझौते पर पूर्व सैनिकों और सरकार के बीच सहमति नहीं बनी तो इस पर अमल चार-पांच महीने तक के लिए और टल सकता है। यदि ऐसा होता है कि इसका सबसे बड़ा नुकसान उन सैनिकों व अधिकारियों का होगा जो सिपाही से लेकर अन्य निचली रैंकों पर रह कर रिटायर हुए हैं। वैसे इस बात पर भी विचार हो रहा है कि सहमति नहीं बनने की सूरत में इसके लिए एक कमेटी का गठन कर दिया जाए।

हालांकि यह भी इसके लागू होने में देरी की एक वजह बनेगी। सरकार और पूर्व सैनिकों के बीच हो रही बातचीत अब मोटे तौर पर एक बिंदु पर अटकी हुई है। वह बिंदु है वन रैंक वन पेंशन लागू होने के बाद इसकी समीक्षा अवधि को लेकर। सूत्र बताते हैं कि खुद प्रधानमंत्री नरेंद्र मोदी इस विवाद को हल करने में रुचि ले रहे हैं। उनके हस्तक्षेप के बाद ही पेंशन की समीक्षा की अवधि को दस साल से घटाकर पांच साल किया गया है। हालांकि नौकरशाही इसे अभी भी तर्कसंगत नहीं मान रही है। लेकिन प्रधानमंत्री की इच्छा को देखते हुए समीक्षा की इस अवधि पर अधिकारियों के बीच सहमति बन गई है। इस आधार पर यदि यह लागू होता है तो सरकारी खजाने से हर साल 8500 करोड़ रुपये अतिरिक्त निकालने होंगे।

सरकार चाहती है कि वन रैंक लागू होने के बाद पेंशन में संशोधन के लिए इसकी समीक्षा हर पांच साल पर हो। जबकि पूर्व सैनिक प्रत्येक वर्ष पेंशन में बदलाव की जिद पर अड़े हैं। उनका कहना है कि हर वर्ष रिटायर होने वाले प्रत्येक रैंक के अधिकारी की पेंशन के मुताबिक रिटायर सैनिकों और अधिकारियों की पेंशन में भी संशोधन हो। जबकि सरकार के उच्च पदस्थ सूत्रों का मानना है कि हर वर्ष इस तरह की समीक्षा करना काफी पेचीदा काम है। इतनी बड़ी संख्या में विविध रैंक वाले पेंशनर्स की पेंशन में हर साल संशोधन करना सरकारी मशीनरी के लिए कई तरह की दिक्कतें पैदा करेगा।

सूत्र बताते हैं कि सरकार इस एक बिंदु के अलावा पूर्व सैनिकों के तकरीबन सभी बिंदुओं पर सहमत है। सरकार इसलिए भी वन रैंक वन पेंशन पर सहमति बनाने की जल्दी में है क्योंकि आने वाले दो चार दिन में ही बिहार के विधानसभा चुनावों की घोषणा हो जाएगी। ऐसे में देश में आचार संहिता भी लागू हो जाएगी। उसके बाद बिहार विधानसभा चुनावों तक सरकार के हाथ बंध जाएंगे। इतना ही नहीं, बिहार चुनावों के बाद तत्काल बाद संसद का शीतकालीन सत्र भी शुरू हो रहा होगा। सत्र शुरू होने के बाद संसद में इसे लेकर सवाल खड़े हो सकते हैं जिसके चलते इसे लागू करना मुश्किल हो सकता है।

सूत्र बताते हैं कि इसलिए सरकार भी चाहती है कि अगले दो तीन दिन में ही पूर्व सैनिकों को कोई रास्ता निकालना होगा ताकि सरकार आचार संहिता लागू होने से पहले इसके अमल की घोषणा कर सके।माना जा रहा है कि यदि बिहार चुनाव की घोषणा तक कोई सहमति नहीं बनती तो सरकार के पास एक और विकल्प होगा कि किसी रिटायर या मौजूदा जज की अध्यक्षता में इस मुद्दे पर एक कमेटी गठित कर दी जाए। यह कमेटी जो तय करेगी सरकार उसकी रिपोर्ट के आधार पर इसे लागू कर सकती है। लेकिन इस प्रक्रिया का भी अर्थ केवल इसके अमल में देरी ही होगा। यह देरी सबसे ज्यादा सिपाही स्तर के पेंशनरों पर भारी पड़ेगी, क्योंकि वन रैंक वन पेंशन पर अमल का सर्वाधिक लाभ इसी स्तर के लोगों को होगा। 1996 से पहले रिटायर हुए सिपाही 2006 के बाद रिटायर हुए सिपाही से 82 फीसद कम पेंशन पा रहे हैं।

जबकि मेजर स्तर के अधिकारियों में यह अंतर मात्र 53 फीसद का है। सूत्रों के मुताबिक अब तक जिन मुद्दों पर सहमति बन चुकी है उनमें वन रैंक वन पेंशन लागू करने की कट आफ डेट है जिसे पहली अप्रैल 2014 माना गया है। यानी इस तारीख से पहले रिटायर हो चुके सभी सैनिकों को इसका लाभ मिलेगा। लेकिन वन रैंक वन पेंशन पर अमल पहली जुलाई 2014 से मान्य होगा। यानी सभी लाभ इस तारीख के बाद से मिलेंगे। इस तारीख ले लागू होने के बाद पूर्व सैनिकों का जितना एरियर बनेगा वह उन्हें चार किस्तों में मिलेगा। लेकिन पूर्व सैनिकों की विधवाओं को यह लाभ एकमुश्त दिया जाएगा। दरअसल वन रैंक वन पेंशन पर दोनों पक्षों की बातचीत में तीन मसलों पर बातचीत अटकी हुई थी। दो मसलों पर अब सहमति बन गई है। केवल पेंशन की समीक्षा पांच साल में हो या हर साल, इसे लेकर पेंच फंसा हुआ है।

Trade unions gear up for strike-Latest news

The District Joint Action Committee of Trade Unions and Service Organisations has sought the cooperation and participation of all workers in the 24-hour protest on September 2 (Wednesday).

It also sought the support of the Bharatiya Mazdoor Sangh, an affiliate of the RSS, which has withdrawn from the nationwide strike.

Addressing a news conference here on Monday, district convener P.T. Rajan and CITU State vice president T.P. Ramakrishnan said the strike would begin from midnight of September 1 and would conclude at midnight on September 2. Essential services such as water, electricity, milk supply, pharmacies and hospitals, media, and Haj pilgrims had been exempted from the strike.

The protest is not against the Centre but to change its current policies such as stringent anti-labour laws and foreign investment in defence, insurance, and railways. Workers, teachers, employees of the State, Central government departments, quasi-government departments, and banks would take part in the strike.

Mr. Ramakrishnan said the Indian Labour Conference had demanded a minimum wage of Rs.15,000 a month for workers even in the unorganised sector, implementation of social security schemes for workers, and Street Vendors (Protection of Livelihood and Regulation of Street Vending Act.

BMS flayed

He flayed the BMS for withdrawing from the strike on flimsy grounds and that too based on a statement of Union Finance Minister Arun Jaitley. The Centre had not come to any agreement with the trade unions as propagated by the BMS leadership.

The BMS, which had previously participated in all the protests, had succumbed to the pressure tactics of the Centre and the RSS, Mr. Ramakrishnan said.

He said the strike notice was served on all offices on August 10 and a token demonstration held at 87 centres in the district. Conventions had also been held at 75 grama panchayats, Kozhikode Corporation, and Vadakara and Koyilandy taluks.

1. Treat the public with courtesy, and meet their convenience in every way consistent with the rules of the Post Office. 
2. Paste neatly on the notice-board all departmental notices of interest to the public. Remove all obsolete notices. 
3. Keep a sufficient stock of postage stamps, postcards and embossed envelopes for sale to the public. 
4.Keep in his own possession the keys of the office letter-box and other boxes in the office. 
5. Lock up stamps and seals when not in use. 
6. Count all money received, and lock it up at once in a secure place. 
7. Examine every bag received, weigh the cash bags and compare their weight with the entry on the B.O. slip, keep the bags in his custody until they are disposed of Personally open the bags intended to be opened in the office. 
8. Keep the bags prepared for despatch in his custody till the time fixed for despatch. 
9. Fasten and seal every bag despatched. Weigh the cash bags, and record their weight in the B.O. daily account. Put a small piece of paper under the knot of the cord with which a bag is tied, so as to obtain a good impression of the seal and avoid damaging the bag. 
10. Personally exchange mails with the carriers. 
11. Turn bags inside out, and examine them to see that none of the contents remain in them. 
12. Report by first mail the short receipt or excess receipt of any bag, article or documents, or the occurrence of any other serious irregularity. 
13. Take particular care to obliterate postage stamps, to stamp articles clearly, 
and to properly tax articles with postage due. 
14. Examine the signatures of the persons franking “O.I.G.S.” covers posted in the office and satisfy himself that they are genuine. 
15. Return acknowledgements for registered and parcel mail articles punctually. 
16. Write up all his books, etc., neatly, clearlyand carefully. If a mistake is made, score it out and write the correct entry above it in red ink, and then attest the correction with his initials. 
17. Verify his cash balance by counting the cash and postage stamps in the office every evening, and also see that the balances due from the postman, village postman or the extra departmental Delivery Agent and on articles in deposit are correct. 
18. Look strictly after the work of the postman or village postman or extra departmental delivery agent and make every effort to deliver articles to the addressees. 
19. On receipt of Savings Certificates, promptly send an intimation in the prescribed form to the purchaser, and takeover the preliminary receipt held by him before the certificates are delivered to him

Anti-Corruption Branch probing govt. employees’ LTC scam

The Anti-Corruption Branch (ACB) is investigating an alleged scam related to the purported manipulation of official procedures, large scale forgery of documents and the inflation of financial figures pertaining to travel allowances granted to government employees on a routine basis.
Dubbed the Leave Travel Concession (LTC) scam by a whistle-blower, who happens to be a government employee himself, the alleged swindle is feared to have been in motion across the country for several decades and is understood to have been kept under wraps by government officials in collusion with dubious travel agents.
According to the complaint, the scam entails the purchase of cheap air tickets from government-run carrier Air India by travel agents well in advance of a trip, enticing government employees with packages including hotel accommodation and sightseeing at probable tourist destinations across India and making his or her parent department pay for both travel and accommodation expenses with the help of forged air tickets. Government employees are entitled only to the first, not the second.
“Government employees – both at the Centre and State levels – are entitled to LTC-80 and LTC allowances every two to three years; LTC-80 tickets, if procured directly from Air India, are relatively more expensive than fixed normal tickets because they are valid for a year,” the whistle-blower, whose identity is being withheld deliberately, stated in his complaint.
“That is where the agents come in. They entice government employees not to buy their tickets directly from the carrier, but settle for the tickets that they have already procured in advance, usually in electronic format, in lieu of which the agent provides freebies such as accommodation, and other add-ons which the employee should ideally pay instead of the tax payer or the exchequer,” the complainant further stated.
What follows, according to the complainant, is the manipulation of the price of the air ticket – which is refundable to the government employee under LTC by his or her parent department – to include both the travelling and accommodation expenditure incurred with the help of basic editing software over a computer.
The amount so arrived at, the complainant said, is more or less similar to the amount that would have been generated in the course of purchasing bona fide travel tickets under the LTC or LTC-80 schemes.
An ACB source said the department had written to several public sector undertakings and government units requesting them to get the travel bills claimed by their employees verified from Air India.
An Air India source confirmed the carrier had received several such requests from government departments seeking details about the veracity of the ticket fares claimed by their employees over the last three months.

“The final calculations for the Dearness Allowance based on the 6th Pay Commission recommendations are all set to begin. The fluctuation in the prices of essential commodities will be taken into account for this calculation.”
Calculations for the additional Dearness Allowance to be issued for Central Government employees and retired employees in the month of January 2016, begins with the AICPIN points of July 2015, which will be released today.
The dearness allowance percentage for January 2016 will be calculated based on the AICPIN points of the six months starting from July 2015, up to December 2015.
The dearness allowance to be issued in the month of January 2016 will be added to the salary drawn by the employee based on the recommendations of the 6th Pay Commission. Only after this will the recommendations of the 7th Pay Commission take effect.
Central Government employees and pensioners are getting right now 113% of their basic pay as DA. And an additional dearness allowance from 1.7.2015 is almost finalized to hike by 6%. So, the total DA will become as 119%. And now, last and second additional DA for this year with effect from 1.1.2016 begins with the latest AICPIN points for the month of July 2015.

1) The 7th CPC had issued following statement in July 2015 in its websitehttp://7cpc.india.gov.in/ .

“Further to the memoranda received from a variety of Organisations, Federations, Groups representing civil employees in the Government of India as also from the Defence Services, the Commission has had fruitful and wide ranging discussions on relevant issues with all stakeholders. Such interactions have now been concluded. Valuable inputs have been received and the work of compilation and finalization of the report is underway, so that the Commission completes its task in the time frame given to it. Accordingly, any future requests for meeting with the Commission will not be entertained.” [Finalization of the report is underway, no further meetings in future: 7th CPC]

This shows clearly that the 7th CPC wanted to present its report on 28th August 2015 itself with no extension of time.

2) On August 7, 2015 National Council (Staff Side) Secretary Comrade Shiva Gopal Mishraji met the Chairman, Seventh Central Pay Commission, Shri Ashok Kumar Mathur and Secretary, Mrs. Meena Agarwal. This shows that the 7th CPC was delayed only by few days or maximum one month.

3) Many news papers including Danik Bhaskar had reported that the 7th CPC will be submitting its report in September 2015 itself.

4) The 7th CPC chairman had informed in a PTI interview Justice Ashok Kumar Mathurji had stated that “The Commission will submit its report by the end of September,” source: CLICK HERE

5) The Hon’able Finance Minister had informed the parliament that the provisions for implementation for 7th CPC is made from Jan 2016 onwards and budget provisions are also made for the current year and next year. which says the salary outgo of central government employees will go up by 9.56 per cent to Rs 1,00,619 crore in current fiscal. The pace will increase further in 2016-17 at 15.79 per cent to Rs 1.16 lakh crore with the likely implementation of the 7th Pay Commission award, the outgo towards salary will further rise in 2017-18 to over Rs 1.28 lakh crore.

6) The 7th Pay Commission has asked for a two month extension from the government. That the Commission is hoping that the government would take a call on One Rank One Pension, so they could modulate their own formulation in terms of pay revision. One more reason for delay in the submission of the 7th CPC is likely due to rise in prices of few essential commodities which is due to deficit rainfall .

7) Now four month extension of term of 7th Central Pay Commission is made the Union Cabinet chaired by the Hon’able Prime Minister, gave its approval for the extension of the term of the 7th Central Pay Commission by four months up to 31.12.2015. 8) Now the delay in submission of report and its implementation will be there and actual benefit of 7th CPC will occur only from July 2016. As Government will constitute its own committee to study the implementation of the 7th CPC report and issuing orders.

9) Now larger questions are raised by this extension of term of the 7th CPC by four months by the Central Government as follows.

a) When will the 7th CPC will submit its report? Now it is clear that the report will be submitted only in December 2015 only, if the 7th CPC feels that the assigned work has been completed it can submit its report any time, its only upto the 7th CPC and the Central Government. As a employee we should put pressure on them.

b) Is the 7th CPC extension so required, from the beginning the 7th CPC was against the extension of time, even at last stages the it had thought of one month extension only. Suddenly four months delay in submission of report has raised so many questions and the 7th CPC can submit an interim report.

c) If DA merger would have taken place in 2014, the Central Government employees would have got a benefit of more than 20% wage hike.

d) Now the delay in submission of 7th CPC report is there, we should immediately demand the interim relief to the Central Government employees and merger of DA with effect from 2014.

We sincerely hope the 7th CPC report will be submitted at the earliest and the Central Government will implement the report at the earliest, so that the aspiration of the Central Government employees are taken care by the Central Government. While doing so the right wages are to be calculated by the 7thCPC.

Subject: Representation from Government servant on service matters – reiteration of instructions – regarding.



The undersigned is directed to refer to O.M. of even number dated 6th June, 2013 wherein instructions have been issued on submission of representation by Government servants about their service matters. In spite of these instructions, it has been observed that Government servants including officers/ officials of para military forces and Army personnel continue to represent directly to the Prime Minister, Minister, Secretary (P) and other higher authorities, directly.

2. As per the existing instructions, wherever, in any matter connected with his service rights or conditions, a Government servant wishes to press a claim or to seek redressal of a grievance, the proper course for him is to address his immediate official superior, or Head of his office, or such other authority at the appropriate level who is competent to deal with the matter in the organisation.

3. Such submission of representations directly to other authorities by- passing the prescribed channel of communication, has to be viewed seriously and appropriate disciplinary action should be taken against those who violate these instructions. This can rightly be treated as an unbecoming conduct attracting the provisions of Rule 3 (1) (iii) of the Central Civil Services (Conduct) Rules, 1964. It is clarified that this would include all forms of communication including through e-mails or public grievances portal etc.

4. Attention in this connection is also invited to the provision of Rule 20 of CCS (Conduct) Rules, 1964 prohibiting Government servants from bringing outside influence in respect of matter pertaining to his service matter. Representation by relatives of Government servant is also treated as outside influence as clarified vide MHA OM No. F. 25/21/63-Estt.(A) dated 19.09.1963

5. It is reiterated that these instructions may be brought to the notice of all Govt servants including officers/ officials of para military forces and member of armed forces and action taken against those who violate these instructions.

वन रैंक वन पेंशन पर अरुण जेटली ने दिया सख्त बयान


नई दिल्ली:  वन रैंक वन पेंशन को लेकर पूर्व सैनिकों लंबे समय से आंदोलन कर रहे है। इसी बीच अाज वित्त मंत्री अरुण जेटली ने कहा कि पेंशन में हर साल संशोधन नहीं किया जा सकता। हालांकि जेटली ने यह भी कहा कि सरकार उच्च पेंशन दरों के साथ कम उम्र में रिटायर होने वाले सैनिकों के हितों की रक्षा करेगी।

जेटली ने कहा कि सरकार OROP के लिए प्रतिबद्ध है लेकिन केवल एक मुश्किल गणितीय जमा घटा है। पूर्व सैनिक वन रैंक वन पेंशन की अपनी मांग को लेकर पिछले 78 दिनों से दिल्ली में जंतर मंतर पर धरना दे रहे हैं। उनकी मांगों में पेंशन में सालाना संशोधन भी शामिल है। वित्त मंत्री ने कहा, OROP का मतलब क्या है? इसके लिए मेरा अपना फॉर्मूला है। आप ऐसा OROP नहीं लागू कर सकते, जहां पेंशन हर महीने या हर साल संशोधित होती हो। वित्त मंत्री ने साथ ही कहा कि सरकारी कर्मचारियों के लिए सातवें वेतन आयोग की सिफारिशें जल्द ही आएंगी।

जेटली ने कहा, ‘मैं पैसे को लेकर बेहद सतर्क रहता हूं और इसीलिए मेरा काम वास्तव में एक गृहिणी की तरह है जिसे घर में खर्च होने वाले एक-एक पैसे का हिसाब किताब रखना पड़ता है ताकि आप जरूरत से अधिक खर्च न कर दें और उसके बाद उधार मांगें और अगर आप एक सीमा से अधिक उधार मांगते हैं तो आप वित्तीय अनुशासनहीनता में शामिल होते हैं।’

वित्त मंत्री ने कहा, ‘हम सिद्धांत (OROP) को स्वीकार करते हैं। हम सिद्धांत को लागू करेंगे लेकिन ऐसा माहौल नहीं बनाना चाहिए जहां समाज के अन्य वर्ग भी इसी प्रकार की मांगें रखना शुरू कर दें।’ जेटली ने कहा, ‘हम 35 से 38 साल की उम्र में रिटायर होने वाले सैनिकों के हितों की सुरक्षा करना चाहेंगे और समाज को भी उनकी रक्षा करनी चाहिए इसलिए एक विशेष फॉर्मूले पर उच्च पेंशन समझ में आती है लेकिन इसमें हर साल संशोधन नहीं किया जा सकता।’

जेटली ने कहा, ‘क्या बीएसएफ या सीआरपीएफ ऐसा कर सकता है? जाहिर सी बात है कि विवेकवान भारत कहेगा कि यह सही कदम नहीं है। आप कोई ऐसा कदम नहीं उठा सकते जिसका खामियाजा आने वाली पीढ़ियों को भुगतना पड़े। इसलिए तार्किक आधार पर निश्चित रूप से हम OROP को लागू करने में सक्षम होंगे।’

Sub: Travel by Premium Trains on LTC / Official Duty / Tour / Training / Transfer etc. – Clarification reg.

Attention is invited to DoPT O.M. No. 31011/2/2015 Estt.(A-IV) dated 2th January 2015 and Deptt. of Expenditure, Min of Finance, O.M. No. 19046/2/2008-E.IV dated 22/04/2015, it is clarified that travel by Premium Trains by Central Government servants on LTC/Official Duty/Tour/Training/Transfer etc. is not allowed and therefore, the fare charged for Premium Trains by the Indian Railways for the journey performed by Premium Trains shall not be reimbursable. In cases where journey on Official Duty/Tour /Training/Transfer etc. has already been performed by Premium Trains, the amount reimbursed shall be restricted to the admissible normal fare for the entitled class of train travel or the actual fare paid, whichever is less.

It is, therefore, once again impressed upon all concerned not to travel by premium trains on LTC/Official duty / Tour / Training/ Transfer etc. and Controlling / Countersigning Officers are requested to regulate the said claims in terms of the Govt. of India letters cited above.
