Indian post may look at the feasibility of transmitting unregistered mails like post cards through e-mail

NEW DELHI: Indian postal department may look at the feasibility of transmitting unregistered mails like post cards through e-mail instead of carrying it physically from source till its destination. 

"India Post may conduct a comprehensive study of the viability and feasibility of transmitting unregistered mail through e-mail rather than through physical transportation as at present," the department said in its submission citing recommendation of task force to a Parliamentary panel on IT. 
The panel, chaired by BJP MP Anurag Thakur, tabled its report in the Lok Sabha today. 
The report of Task Force on Leveraging the Post Office Network in November recommended that the Department of Posts should leverage its IT infrastructure to reduce delivery cost and transmitting unregistered mails such as post card. 

Citing use of e-mail, the task force said "there is no reason why the Post Card cannot be scanned and transmitted by e-mail to the receiving Post Office and thereafter printed there and delivered to the addressee, thus saving on the cost of physical transporting the article." 

The department is currently rolling out IT Modernization project to connect and computerize all its 1.55 lakh post office across for project outlay of Rs 4,909 crore. 

The project was to be completed in 2015 but the department estimates it to be completed by March 2017. 

Besides computerization, the project includes deployment of core banking solution, setting up data centre facility, integration of postal networks, rural hardware (RH), rural system integrator and mail operation hardware

New Delhi: Mysore has topped the Swachh Bharat rankings among 476 cities in the country with three more places from Karnataka figuring in the top 10.

Among urban local bodies in the national capital, Delhi Cantonment was ranked 15th in the list and New Delhi Municipal Corporation (NDMC) 16th, while Municipal Corporation of Delhi was at 398th position.

West Bengal has done well in the rankings with 25 cities/towns finding a place in the top 100. These rankings are based on the extent of open defecation and solid waste management practices, according to a government release.

The city of Mysore leads the cities with minimal open defecation and extensive adoption of solid waste management practices.

Thirty-nine cities from the southern states were among the top 100, followed by 27 from East, 15 from West, 12 from North and seven from the North-Eastern states.

Fifteen of the 27 capital cities surveyed figured among the top 100 performers while five were ranked beyond 300.

Bengaluru leads the list of capitals at 7th rank while Patna came at the bottom at 429th.

Among the bottom 100 cities, 74 are from North, 21 from East, three from West and two from South.

The top 10 ranked cities are Mysore, Thiruchirapalli (Tamil Nadu), Navi Mumbai, Kochi (Kerala), Hassan, Mandya and Bengaluru from Karnataka, Thiruvananthapuram, Halisahar (West Bengal), and Gangtok (Sikkim).

Damoh (Madhya Pradesh) came at the bottom at 476th, preceded by Bhind (MP), Palwal and Bhiwani -- both in Haryana, Chittaurgarh (Rajasthan), Bulandshahr (UP), Neemuch (MP), Rewari (Haryana), Hindaun (Rajasthan) and Sambalpur in Odisha at 467th rank.

All the 476 Class-1 cities in 31 states and union territories, each with a population of above 1 lakh were surveyed for assessing total sanitation practices covering a set of parameters including the extent of open defecation, solid waste management, septage management, waste water treatment, drinking water quality, surface water quality of water bodies and mortality due to water born diseases. PTI

“CSD Canteen facilities for Defence Civilian retired employees – Long pending demand accepted by MoD”
For a number of years the Defence Civilian employees have obtained the facility to buy items at subsidized prices from CSD canteens. Especially, Ordnance Employees could buy anything from groceries to bike – at super-subsidized rates from the CSD Canteens, also called Unit Run Canteens. But these facilities were denied to retired employees.
There is no doubt that such concessions are of tremendous importance post-retirement, when the person faces extreme financial crunch. There is no denying the fact that the mental satisfaction is much higher when these items are bought at subsidized rates from these canteens. Also, denying this privilege after retirement becomes a prestige issue of sorts.
90paisa article-2After prolonged fights by all the federations of employees union, the Centre is accepted to extend the subsidized CSD canteen facility to retired defence civilian employees too. It is being said that the Minister of Defence has given his approval to the order.(Click to view the order)
More information on this is expected soon. Issues like who qualifies for the facility, what are the items they cold buy at subsidized rates, and providing Smart Cards, etc., have not yet been decided.
One thing is for sure – retired employees can now proudly shop at the CSD canteens.

CGHS OPD Centres in Govternment Hospitals

There is no proposal to set up separate Central Government Health Scheme (CGHS) Out-Patient Department (OPD) centres for orthopaedics and paediatrics in all the Central Government Hospitals.

However, Paediatrics Specialists are posted in Safdarjung Hospital and Dr. Ram Manohar Lohia Hospital of Delhi. Two General Duty Medical Officers with PG qualifications in orthopaedics are posted in CGHS wing of Safdarjung Hospital.

There are no sanctioned posts of Orthopaedics Specialists for CGHS wing. There is no separate CGHS wing at Lady Harding Medical College and Smt. Sucheta kriplani Hospitals.

CGHS beneficiaries can avail consultation from specialists of any Government Hospital.

The Health Minister, Shri J P Nadda stated this in a written reply in the Lok Sabha here today.

Sexual Harassment of Women at Workplace

The Section 23 of the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 casts the responsibility on the appropriate Government to monitor the implementation of this Act and maintain data on the number of cases filed and disposed off and there is no centralized mechanism to collect such data.

However, the National Crime Records Bureau (NCRB) has started collecting data under insult to the modesty of women (section 509 of IPC) at office premises and other places related to work since 2014. A total of 57 cases were reported at office premises and 469 cases were registered at other places related to work during 2014.

The Ministry of Women and Child Development had issued advisories to all States/UTs Government on 23rd December, 2013 and 27th October, 2014 to ensure effective implementation of the Act. The Ministries/Departments in Government of India have also been advised to ensure the compliance of the Act time to time.

Further, the Ministry of Women and Child Development has taken up the matter with the Ministry of Corporate Affairs for the constitution of Internal Complaints Committee (ICC) in accordance with the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 as a mandatory disclosure under the Companies Act, 2013.

Moreover, the Associated Chambers of Commerce & Industry of India (ASSOCHAM), Federation of Indian Chambers of Commerce and Industry (FICCI), Confederation of Indian Society, Chamber of Commerce & Industry (CCI), and National Association of Software and Services Companies (NASSCOM) have been requested to ensure effective implementation of the Act amongst their members in private sector.

This information was given by the Union Minister of Women & Child Development, Smt Maneka Sanjay Gandhi in reply to an unstarred question in Lok Sabha today.

Problems of Pensioners

The financial burden on account of pension has shown increasing trend because of, inter-alia, increase in the number of pensioners, periodic release of dearness relief, etc. it is because of pension liability likely to assume unsustainable proportions that the Government had taken decision in December 2003 to switch over form the “defined benefit” based pension to the “defined contribution” based pension scheme in case of Central Government civilian employees (except the Armed Forces) joining on or after 01.01.2004.

As regards lack of proper maintenance of records regarding delay in sanction of pension and other related problems after the employees retirement, a provision has recently been made by amending the Central Civil Service (Pension) Rules, 1972 on 29.8.2014 that in the absence of records of verification of service, the retiring Government servant may submit a written statement on plain paper stating that he had in fact rendered service for that period, and shall, at the foot of the statement, make and subscribe to a declaration as to the truth of that statement. The Head of Office shall, after taking into consideration the facts in the written statement admit that portion of service as having been rendered for the purpose of calculating the pension of that Government servant.

This was stated by Shri Jayant Sinha, Minister of State in the Ministry of Finance in written reply to a question in Rajya Sabha today.

Subscribers to the National Pension Scheme (NPS) must submit their name, date of birth, contact information, bank account details and other personal details while opening an NPS account.

This information is noted by the CRA and a Permanent Retirement Account Number (PRAN) is allotted to the investor. The subscriber can change or carry out corrections in the details provided, including nomination. If the change necessitates the reissue of a fresh PRAN card, the same will be issued by the CRA.



A request for reissue of new PRAN card with updated details can be made at the point of presence (POP) which services the subscriber.

Form

A standard Form UOS-S2 needs to be filled by the NPS subscriber. This form can be downloaded fromhttp://tinyurl.com/cse6g7e. Only those fields that need to be modified should be filled in the form.

Documents

The subscriber needs to furnish a copy of the existing PRAN card along with two self-attested photocopies of supporting documents mentioned in the form in case of change or correction in personal details. In case of a change in the bank details, the form needs to be supported with a cancelled cheque bearing the new bank account number.

Submission

The form UOS-S2 along with supporting documents should be submitted to the POP. The subscriber also needs to bring original documents, which will be returned to him after verification by the POP.

Points to note

* A new PRAN card will be sent to the subscriber only if the change pertains to the name of the subscriber, his date of birth or the father's name.

* Subscribers should retain the acknowledgement slip signed/stamped by the POP where they submit the application.

CHARTER OF DEMANDS

1. Urgent measures for containing price-rise through universalisation of public distribution system and banning speculative trade in commodity market.

2. (a) Containing unemployment through concrete measures for employment generation.

(b) No ban on creation of new posts. Fill up all vacant posts.

3. (a) Strict enforcement of all basic labour laws without any exception or exemption and stringent punitive measure for violation for labour laws. Withdraw the anti-worker Labour Law Amendments

(b) No outsourcing, contractorisation, privatization of governmental functions; withdraw the proposed move to close down the printing presses, the publications, form stores and stationery departments and medical stores Depots; regularize the existing daily-rated/casual and contract workers and absorption of trained apprentices.

7. Removal of all ceilings on payment and eligibility of bonus, provident fund; increase the quantum of gratuity.

8. (a) Compulsory registration of trade unions within a period of 45 days from the date of submitting applications; and immediate ratification of ILO Convention C 87 and C 98.

(b) Revive the JCM functioning at all level as an effective negotiating forum for settlement of the demands of the Central Government Employees.

9. (a) Against FDI in Railways, Insurance and Defence.

(b) No Privatisation, PPP or FDI in Railways, Defence Establishment and no corporatization of Postal services.

10. Remove arbitrary ceiling on compassionate appointment.

11. Ensure five promotions in the serve career.

Subject: To extend necessary cooperation to the office bearers of identified pensioners associations in the matter of redressal of pensioners’ grievances.

Sir/ Madam As you are aware, the grievances of pensioners are being fed online through our application CPENGRAMS available in the Pensioners’ Portal maintained by this Department. To facilitate lodging of grievances by pensioners’ spread all over India, this Department has identified 43 Pensioners’ Associations across the country as per list enclosed. These Associations, some time find out difficult in getting the grievances redressed in spite of constant follow up with the Departmental offices at regional level. Some of the Pensioners Associations have pointed out that timely action is not being taken by various Ministries/ Departments/ Organisations for redressal of grievances and same remain pending for unduly long periods.

You are therefore, requested to sensitize your Department towards the grievances of pensioners so that unnecessary delays could be avoided for prompt redressal of grievances. The regional offices and field officers, wherever they exist also be requested to provide all cooperation to the Pensioners’ Associations who are helping in the redressal of grievances.
