J&K Bank launches Festival Advance Scheme for government employees

Srinagar, Sept. 16: J&K Bank today launched a special loan scheme for State / Central government employees drawing salary from the bank. The scheme introduced as “J&K Bank Festival Advance Scheme” has been tailored to meet the personal financial needs of the State as well as the central government employees during festivals.

Under the scheme, the bank shall be providing finance upto Rs.40,000, repayable in 10 equated monthly installments. The scheme is hassle free as the borrower would not be asked for any kind of security/guarantee. Even the borrower shall not be charged loan processing fee.

Eligible employees can avail the finance at the business unit where they maintain their salary accounts and have at least three credits on account of salary in the account. The scheme can be availed only once during a calendar year and will be available on the occasion of following Eid-ul Fitr, Eid-ul-Adha, Nowroz, Diwali, Baisakhi, Gurupurab, Losar and Christmas.

Notably, disbursement of the loan shall be made during the period of 15 days prior to festival. The scheme is available at all business units (branches) of the bank.

              I would like to point out that more than two months period has been passed but many circles have yet not finalised the pre-appointment / appointment formalities as required under the rules causing abnormal delay in posting of candidates as Inspector Posts. As everybody knows that as on date there are 300 plus Direct Recruit posts of Inspector Posts are vacant in the circles and many Inspectors are holding dual charge since years together.

             It is therefore requested to kindly direct all circles to complete the pre-appointment formalities at the earliest and depute the candidates for required Induction and field Training.

Subject: Revision of PLI Proposal form.

Consequent upon revision of maximum Sum Assured limit in respect of PLI policies from Rs 20 lacs to 50 lacs earlier, two separate proposal forms - one for below 20 lacs and another for above 20 lacs were brought in to use which caused lot of changes to be made in CIS. Hence need was felt for devising a single proposal form.

Accordingly, a common proposal form for PLI proposals has been devised. A soft copy of the same sent herewith. Henceforth this new form may please be brought into use.

Till the time provisions are made in the Core Insurance Solution for capturing the data for additional information for proposals having sum Assured /aggregate Sum Assured more than 20 lacs, the data will not be captured by the system. Accepting authorities concerned should, therefore, take decision of acceptance or otherwise based on the scanned images available in the system. Once provision is made in the CIS for data capturing, data will be entered for new proposals of more than 20 lacs of sum assured/ aggregate sum assured received thereafter.

Suitable instructions may be issued to all concerned for information guidance & necessary action.

This issues with the approval of the Chief General Manger [PLI].

Government discontinues postal stamps featuring Indira Gandhi and Rajiv Gandhi



New Delhi: In a move that is bound to create fresh political controversy, the government has discontinued stamps launched by the Department of Posts (DoP) in December 2008 dedicated to Congress party icons and former Prime Ministers Indira Gandhi and Rajiv Gandhi.

An RTI query by Indian Express revealed that stamps of denomination of rupees five have been discontinued where Indira Gandhi and Rajiv Gandhi featured.

It further said that the ‘Builders of Modern India’ series, under which the two stamps were launched by the UPA I government, will be replaced with ‘Makers of India’ series.

The new series consisting 24 stamps will feature BJP founder Syama Prasad Mookerjee and other political leaders such as Jayaprakash Narayan, Deendayal Upadhyaya and Ram Manohar Lohia.


Father of Nation Mahatma Gandhi, India’s first PM Jawaharlal Nehru, Nobel laureate Mother Teresa and father of Indian Constitution Dr BR Ambedkar will also feature in the new series, it said.

In December 2008, the DoP had started the Builders of Modern India series with nine eminent personalities on stamps of diverse denominations. In May 2009, three more names were further added to it.

The report also stated that the ceremonial stamps issued so far may be made available in all post offices. Also stamps with picture postcards may be released on tourist places such as Khajuraho, Taj Mahal, Ajanta and Ellora, Belur Math etc.

India Post to hold national letter writing competition in October



PUDUCHERRY: India Post will hold a nation-wide letter writing competition for school children at all postal divisional headquarters in Chennai on Philatelic Day in October.

The competition will be held under two categories, junior (up to Class 5) and senior (Class 6 to 10). The students may choose to write letters on any one of the three themes - "How did I spend my vacation" or "One day in my school" or "My favourite book".

The letters have to be addressed to the grandparents and can be written on Inland letter card or A4 paper.

The department of posts will provide stationery, envelopes and stamps for posting the letters to their grandparents. The students must furnish full postal addresses with pin codes of their grandparents. The department will select the top three entries in each category and award suitable prizes. It will sent the letters to circle office for state-level evaluation and then to New Delhi for all-India evaluation.

The department will encourage students to develop interest in philately and encourage them to open and maintain philately deposits accounts (PDA).

Centre Says Rotate Govt Employees For Integrity, Compulsorily Retire If In Public Interest

New Delhi: The central government has emphasised on rotation of government employees on sensitive and non-sensitive posts “to ensure integrity” in the government service and has also asked all ministries to strictly follow existing rules of compulsorily retiring government employeess before 60 years of age if “in public interest”.

The Department of Personnel and Training (DoPT) said in the circular F.No.C-11020/1/2015-Vig
issued to all central ministries and departments on Monday, incorporating the observations of cabinet Cabinet Secretary Pradeep Kumar Sinha at a meeting on August 10.

“it has been emphasized that rotation needs to be carried out in respect of sensitive posts and non-sensitive posts to ensure probity,” the circular of DoPT said.

It also suggested review and screening of officers under FR 56(J) within ministries. Under FR 56(J) of the Central Civil Services (Pension) Rules, periodical review of officers is permitted for strengthening of administration.

DoPT will monitor the implementation and obtain compliance from all ministries in this regard, the circular said.

“All ministries/departments are, therefore, requested to kindly look into the matter and carry out rotation in respect of sensitive and non-sensitive posts and FR 56(J). As this activity is to be completed in a time bound manner, it is requested that priority attention may be paid to it and inputs sent to the internal Vigilance Section at the very earliest,” according to the circular.

FR 56 (J) of CCS (Pension) Rules, 1972, says, the government has the absolute right to retire, if it is necessary to do so in public interest, a government servant of group ‘A’ and ‘B’ who entered service before 35 years of age and have attained the age of 50 years.

In other cases, the age-limit is of 55 years when the government servant can be compulsorily retired. A three-month notice period or three month pay in lieu of it is supposed to be given.

Indian Bankers Top Fortune’s Most Powerful Women List

Mumbai: Bankers Chanda Kochhar and Arundhati Bhattacharya have been ranked as top two in a list of most powerful women in Asia Pacific prepared by the global magazine Fortune.

Kochhar, 53, who heads the country’s largest private sector lender ICICI Bank has been ranked at the top, up from the second position last year, the magazine said on its website.

It credited Kochhar with reshaping banking in the country, and for building ICICI Bank into the “nation’s largest and most profitable private sector lender”.

She is followed by Arundhati Bhattacharya, the chairman of the country’s largest lender State Bank of India, whose ranking has also moved up from the fourth spot she was at last year, the magazine added.

State-run oil marketing company Hindustan Petroleum Corporation’s chairman and managing director Nishi Vasudeva has also made it to the list at fifth rank, same as previous, it said.

Country’s third largest private sector lender Axis Bank’s managing director and chief executive Shikha Sharma comes in at the ninth spot in the list.

Singapore-based chief executive of International Goldman Sachs Asset Management, Sheila Patel, has also made it to the list at the 23rd position.

The list includes key executives from over six countries in the region. With 11 names, Chinese women lead the list.

No lenience warranted in corruption cases: Supreme Court

New Delhi, Sep 13 (PTI) At a time when corruption has affected the system like cancer, courts should not get swayed by the concept of mercy while awarding punishment to the corrupt, the Supreme Court has said.

The apex court's observation came while terminating the services of a conductor employed in Uttar Pradesh State Transport Corporation for carrying 25 passengers without ticket in 1992.

"In the case at hand, as we perceive, the delinquent employee has harboured the notion that when the cancerous growth has affected the system, he can further allow it to grow by covering it like an octopus, with its tentacles disallowing any kind of surgical operation or treatment so that the lesion continues.

"The whole act is reprehensible and such a situation does not even remotely commend any lenience," a bench of justices Dipak Misra and Prafulla C Pant said.

It said that both the labour court and Allahabad High Court committed error by imposing lesser punishment and granting chance of reformation to Gopal Shukla as the only punishment should have been dismissal.

The apex court said that the high court appeared to have been swayed by concept of forgiveness and mercy while remaining oblivious to the great harm caused to transport corporation.

"When such kind of indiscipline causes financial loss to the Corporation, adequate punishment has to be imposed and in our view such misconduct does not stand on a lesser footing than embezzlement or corruption and more importantly results in loss of faith and breaches the trust," it said.

According to the bench, a number of persons were allowed to travel in the bus without tickets and if fares were paid, these were pocketed.

"We must not forget the fundamental duty and work," the bench said, adding that the approach of the high court and labour court showing leniency towards the conductor is not judicially maintainable.
