The relay hunger strike of Ex-Servicemen has completed the 57th day today at Jantar Mantar, New Delhi. Protests are also being held by ex-servicemen in many parts of the country. The series of protests is jointly organized by 30 ex-servicemen welfare organizations, under the leadership of Chairman of IESM, Maj. Gen. Satbir Singh.

More than 30 lakh veterans including war widows all over the country are hoping that their pensions will be revised based on the 6th Pay Commission, and that pensions will be issued based on their ranks and the number of years that they had served.

Google in the Hands of An Indian - New CEO Sundar Pichai

Sundar Pichai has been named the new CEO of Google. Google is now a subsidiary of Alphabet, Inc., according to a blog posted by Larry Page, the new CEO of Alphabet and former CEO of Google.


In Page’s blog, he said that he picked Pichai to become Google’s new CEO because Page has enjoyed working with Pichai and Pichai has been saying many of the same things about Google’s future that Page believed. Page said that Pichai especially stepped up and impressed him and Sergey Brin, President of Alphabet, after Pichai was given charge of product and engineering for Google last October. He said that Pichai will continue to focus on innovation and pushing the boundaries:

Pichai joined Google in 2004. At first, he worked behind the scenes developing the Google toolbar. He then helped launch the Chrome browser in 2008, Fortune reported, which despite skepticism originally became the No. 1 browser in the world. Fortune referred to Pichai’s meteoric rise through Google’s ranks as “one of the fastest corporate ascents in the technology industry.

After launching Chrome, Pichai was promoted to vice president and then senior vice president at Google. He oversaw many of Google’s applications, including Gmail and Android. He was added to Google’s exclusive L-team of executive who reported directly to Page, Fortune reported. Pichai made many great moves for Google, including trying to convince the WhatsApp not to sell to Facebook and helping convince Nest to join Google, Business Insider reported.

In 2014, Pichai was given free rein for overseeing products like Google+, ad products, and commerce products. The only exceptions were independent units like Calico and YouTube. This came after years of proving to be drama free and willing to do what it takes to move forward. According to Business Insider, Pichai was adept at avoiding drama that many Google executives succumbed to. When he reported to Marissa Mayer, he was willing to wait outside her office for hours on end in order to make sure his team got good performance reviews. Pichai is definitely willing to put in the hours in order to succeed.

Pichai was born Pichai Sundararajanin 1972 in Tamil Nadu, a southern state in India. Pichai’s dad was an electrical engineer with the firm GEC and worked hard to raise Pichai and his brother, working long hours and doing whatever it took, according to VC Circle. They lived in a two-room apartment in India without a TV or a car, Bloomberg reported. They would sometimes all ride on one scooter when they needed to go somewhere. They got their first phone, a rotary, when Pichai was 12.

Pichai’s father, Regunatha, managed a warehouse that made electrical components and often talked to his son about his job. He told Bloomberg:

“I used to come home and talk to him a lot about my work day and the challenges I faced. Even at a young age, he (Pichai) was curious about my work. I think it really attracted to him to technology.

He first went to college in India and then received a master’s degree from Stanford in engineering and material sciences, along with an MBA from Wharton School. Adjusting to American life wasn’t always easy. Bloomberg reported that when Pichai first arrived in Stanford in 1993, he was shocked that backpacks cost $60. Pichai is married to Anjali Pichai and they have a daughter and a son, according to Siliconindia. Pichai loves to play chess in his free time.

Pichai was reportedly offered a chance to leave Google and become the product head at Twitter in 2011, according to Death and Taxes Magazine. Google reportedly offered Pichai $50 million in stocks to turn Twitter down. TechCrunch reported that Google made this offer before Twitter even revealed its proposed compensation package. Business Insider reported that Microsoft was considering Pichai as its new CEO when it was looking for a replacement for Steve Ballmer.


Pichai’s net worth is not known exactly, but it is in the multi-millions. He was given $50 million in stock by Google to keep him from jumping ship and joining Twitter.

Commemorative postage stamp on 10th WORLD HINDI CONFERENCE will be released on 10.9.2015

The 10th World Hindi Conference (WHC) is being organized from 10-12 September 2015 in the city of Bhopal by the Ministry of External Affairs, Government of India in partnership with the Government of Madhya Pradesh. The decision to organize the 10th edition of the Conference in India was taken at the 9th World Hindi Conference held in Johannesburg, South Africa in September 2012.

The tradition of the World Hindi Conferences began with the first conference having been organized in Nagpur in 1975. Since then, these conferences have achieved a global profile and momentum of their own. The subsequent nine World Hindi Conferences were organized in different world cities, namely, twice in Port Louis (Mauritius), twice in India, Port of Spain (Trinidad and Tobago), London (UK), Paramaribo (Suriname), New York (USA) and Johannesburg (South Africa). These Conferences have always attracted a galaxy of renowned scholars and followers of Hindi.
 
The 10th World Hindi Conference would deliberate on a series of contemporary issues and subjects and would discuss ways of expanding the horizon and common use of Hindi in the areas of science and technology, Information Technology, Administration and foreign policy, law, media etc. The main theme of the Conference is "Hindi Jagat: Vistar avm sambhavnai”. The conference would also have academic sessions running in parallel on identified themes.

In order to deliberate on various aspects relating to the Conference, three key Committees– Advisory, Management and Programme have been constituted. Smt. Sushma Swaraj, Hon'ble Minister for External Affairs is the Chairperson of the Advisory and Programme Committees while Gen. (Retd) Dr V K Singh, Hon’ble Minister of State for External Affairs is the Chairman of the Management Committee.

The venue of the Conference is "Lal Parade Ground”, Bhopal.

The State Government of Madhya Pradesh is the local organizer for the Conference and Hon’ble Chief Minister of Madhya Pradesh, Shri Shivraj Singh Chouhan is the Chief Patron. Makhanlal Chaturvedi Rashtriya Patrakarita avam Sanchar Vishwavidyalaya, Bhopal is the partner organization for the Conference.

There are special exhibitions at display at the Conference Venue. At the exhibition arena, there is a separate area where release of Hindi books and magazines will go on simultaneously.

During the Conference, evening cultural programmes are being organized by the Ministry of Culture, Government of India and Department of Culture, Government. Madhya Pradesh. A kavi Sammelan is organized by the Indian Council of Cultural Relations, New Delhi.

A daily news letter (Sammelan Samachar), a Sammelan Smarika and a Conference Report on discussions held during the academic sessions and their recommendations would also be published. The daily Sammelan Samachar is being brought out by Makhanlal Chaturvedi Rashtriya Patrakarita avam Sanchar Vishwavidyalaya, Bhopal while the conference report will be published by Mahatma Gandhi Antarrashtriya Hindi Vishwavidyalaya, Wardha. The Indian Council of Cultural Relations has brought out a special issue of "Gagananchal” dedicated to the Conference.
In keeping with the past practice, Hindi scholars from India and other countries are being honoured for their distinguished services in the field of Hindi.

In order to select a suitable "Logo" for the 10th world Hindi Conference, a "Logo" design competition was organized by the Ministry of External Affairs carrying a prize amount of Rs.50,000/-. With the help of the "Logo" Selection Committee, a suitable "Logo" for Conference was selected.

The registration for participation in 10th World Hindi Conference is mandatory for all participants, including official delegates and invited guests and is only through online process. The participant has to fill the particulars online and also to upload his/her photograph and signature by logging on to
www.vishwahindisammelan.gov.in. The provision of sending hard copy of the registration form by the participants has been done away with. The participants are, therefore, advised not to send hard copy of the registration form, once completed, to the Organizers.

All participants are required to pay registration fee, except the members of various Committees, members of the Sub-Committees, Scholars to be honoured, official media, members of Hindi Advisory Committee on Ministry of External Affairs, official delegations nominated by other Governments, delegations from the Parliament / State Assemblies and foreign invited guests.

The entire quantity was got delivered to the addressees, fetching a revenue to the Department to the tune of Rs.1,47,31,420/-.

Labour law recast to add more leave to maternity, gratuity to be made portable

NEW DELHI: The Narendra Modi-led NDA government is looking to enhance maternity leave for working women from three months to six months, virtually double bonus payments to employees and make gratuity portable between jobs. These proposed changes in employment laws could buttress the Modi government's credentials with the working class while it attempts to push through more ambitious reforms in labour rules that are blamed for hampering investment and job creation in the country.

"The changes in the Payment of Bonus Act would raise the salary limit for getting a bonus from Rs 10,000 per month to Rs 19,000, and are at an advanced stage with a draft Cabinet note being moved earlier this month for comments from ministries," said a senior labour ministry official. Separately, the government is initiating stakeholder consultations to amend the Maternity Benefits Act of 1961 and the Payment of Gratuity Act of 1972, the official added.

Currently, companies are legally required to grant 12 weeks of maternity leave to employees though several leading employers offer additional time off and other benefits. For instance, Accenture offers five months off to new mothers while Flipkart offers 24 weeks paid leave. Citibank also offers a creche allowance to new mothers, as do some other multinational firms and investment banks.

"The ministry of women and child development has been pursuing this with us extensively as it is primarily responsible for women's welfare, so we are framing a proposal to kick off talks with employers and trade unions on enhancing the maternity leave to 24 weeks," the official said. One option being considered is to limit the enhanced maternity leave to two children and an employee having a third child would be granted 12 weeks off, in line with the present norm.

REDUCTION IN 5-YEAR ELIGIBILITY
Similar tripartite discussions are also being launched on amending the gratuity law to do away with the requirement that employees serve at least five years in a single workplace to be eligible for the benefit.

Employee representatives have been seeking a reduction in the five-year continuous service clause to qualify for gratuity and the social security committee of the Indian Labour Conference had endorsed the idea in May 2013.

"While we are examining the possibility of reducing the five-year eligibility for gratuity benefits, this requirement would be redundant if we allow gratuity to be transferred from one job to another. So we are looking at both the options," the official said.

The Payment of Bonus Act of 1965, expected to be the first of the three laws for which amendments will come up for the Cabinet's consideration, sets two numerical ceilings for limiting bonus payouts 
to workers.

All employees earning up to Rs 10,000 a month are eligible for a minimum bonus of 8.33% of their annual salary and a maximum of 20%. This ceiling takes into account any productivity-linked bonus that employers may offer.

The Rs 10,000 salary cut-off is only used for eligibility purposes and actual bonus payments are linked to a separate 'calculation ceiling'. Bonus payments for anyone earning more than Rs 3,500 a month are made assuming his or her salary is Rs 3,500 per month . Both these thresholds were last revised in 2006. After tripartite consultations with employers and employees yielded no consensus late last year, the government had referred the Bonus Act amendments to an inter-ministerial group that has now recommended both thresholds be raised in line with changes in the consumer price 
index since 2006.

The new ceilings under the Bonus Act are likely to be Rs 19,000 per month (salary limit for eligibility) and Rs 6,600 (salary limit for bonus calculation purposes).

Supreme Court refers Aadhar card matter to Constitution Bench

The Supreme Court today referred to a Constitution Bench a batch of petitions challenging the Centre's ambitious scheme to provide Aadhar card to all citizens and decide whether right to privacy is a fundamental right.

Allowing the Centre's plea, a three-judge bench comprising Justices J Chelameswar, S A Bobde and C Nagappan, framed various questions, including as to whether right to privacy is a fundamental right, to be decided by the larger Constitution Bench.

"If yes, then what would be contours of the right to privacy," the apex court said while referring the matter to Chief Justice H L Dattu for setting up the larger bench.

Attorney General Mukul Rohatgi, appearing for the Centre, had earlier said that the matters requires elaborate debate and an authoritative pronouncement in view of the fact that there have been inconsistent decisions as to whether right to privacy is a fundamental right.

He had cited two judgements, pronounced by six and eight- judge benches, which had held that right to privacy is not a fundamental right.

Subsequently, smaller benches had held contrary view and, hence this matter needed to be decided by a larger bench, AG had said.

"Whether right to privacy is a fundamental right guaranteed under Part III of the Constitution of India, in the light of express ratio to the contrary by an eight-judge bench in M P Sharma case and also by a six-judge bench of this court in Kharak Singh's case" has to be decided, he had said.

Earlier, the Centre had sought transfer of pleas against Aadhar to a larger bench, saying that a two-judge or a three- judge bench cannot decide it.

Referring to pronouncements made in historic cases like A K Gopalan, Maneka Gandhi and bank nationalisation, the top law officer had said that inconsistencies with regard to interpretation of certain fundamental rights can only be "squared up" by a larger bench.
Earlier, the government had opposed a plea seeking initiation of contempt proceedings against it, Reserve Bank of India (RBI) and others for allegedly insisting on Aadhar cards to grant benefits of various schemes to citizens, saying it was not mandatory.

In pursuance of earlier orders, the Centre has conveyed to states and authorities concerned not to make Aadhar cards, issued by Unique Identification Authority of India (UIDAI), mandatory for availing various schemes, Additional Solicitor General Pinky Anand had told the court.

The bench is hearing a batch of pleas against decisions of some states to make Aadhar cards compulsory for a range of activities including salary, provident fund disbursal, marriage and property registration.


The government had also said that persons, having Aadhar cards, were being asked to provide it to authorities but this was optional.


Senior advocate Gopal Subramanium, appearing for Mathew Thomas, one of the PIL petitioners, had filed an application seeking initiation of contempt proceedings against the Centre and others, including RBI, and the Election Commission.

He had alleged that the government and others were in violation of earlier orders that had said that no person should be denied any benefit or suffer for not having Aadhar cards.

Pensioner needs to know and provide his/her Aadhaar Number, PPO Number, Bank Account number and branch detail, Name, Address etc

5. How Do I Register For A Digital Life Certificate?
Pensioner’s information like Pension Aadhaar number, Pensioner Name, PPO Number, Bank Account detail, Address, Mobile number etc are fed into the system though web based / client interface and finally pensioners person information are authenticated using the Aadhaar number and pensioner has to put his finger on to the finger print scanner or eye on the Iris scanner.

After successful authentication, Pramaan ID / the transaction number is displayed on the screen and same has is sent to Pensioner’s mobile as SMS from the portal.

The portal generates Electronic Jeevan Pramaan for the successfully authenticated pensioner and it is stored in the central Life Certificate Repository database.

The disbursing Bank can access and get the Jeevan Pramaan certificate from the portal for his pensioners though the electronic data transfer mechanism created between the portal and Bank server.
Pensioner has to inform to the Bank that his Jeevan Pramaan has been generated through online registration from Jeevan Pramaan portal.

6. Is This Certificate Valid?
Yes, Digital Life Certificate is a valid certificate and recognized under the IT Act. The system benefits the pensioner from having to go before the Pension disbursing Authority to prove that he/she is alive.

NEW DELHI: Indian postal department may look at the feasibility of transmitting unregistered mails like post cards through e-mail instead of carrying it physically from source till its destination. 

"India Post may conduct a comprehensive study of the viability and feasibility of transmitting unregistered mail through e-mail rather than through physical transportation as at present," the department said in its submission citing recommendation of task force to a Parliamentary panel on IT. 
The panel, chaired by BJP MP Anurag Thakur, tabled its report in the Lok Sabha today. 
The report of Task Force on Leveraging the Post Office Network in November recommended that the Department of Posts should leverage its IT infrastructure to reduce delivery cost and transmitting unregistered mails such as post card. 

Citing use of e-mail, the task force said "there is no reason why the Post Card cannot be scanned and transmitted by e-mail to the receiving Post Office and thereafter printed there and delivered to the addressee, thus saving on the cost of physical transporting the article." 

The department is currently rolling out IT Modernization project to connect and computerize all its 1.55 lakh post office across for project outlay of Rs 4,909 crore. 

The project was to be completed in 2015 but the department estimates it to be completed by March 2017. 

Besides computerization, the project includes deployment of core banking solution, setting up data centre facility, integration of postal networks, rural hardware (RH), rural system integrator and mail operation hardware
