Will the Minister of DEFENCE be pleased to satate :- 

(a) whether it is a fact that injured NDA candidates are not given status of ex-servicemen in the country, if so, the details thereof and reasons therefor;



(b) the year-wise details of total number of candidates who were declared unfit and retired during training due to injuries in the National Defence Academy (NDA) for last three years;

(c) whether Government has any specific scheme for the welfare of such cadets;

(d) if so, the details thereof and if not, whether Government is considering any such schemes; and

(e) how much amount Government has spent for the treatment of injured cadets in the Academy?

ANSWER

(a) Yes, sir. NDA cadets are not Commissioned Officers and are therefore not considered ‘Servicemen’.

(b) The details of the number of cadets declared unfit and withdrawn from NDA on medical grounds while undergoing training during the last three years are as under:-

(i) 2012 - 11
(ii) 2013 - 10
(iii) 2014 - 06

(c) & (d): Yes, Sir. Schemes for the welfare of cadets boarded out from NDA on medical grounds are as under:-

(i) Ex-Gratia Award in Cases of Disablement: A cadet on being medically boarded out is eligible for Ex-gratia award, such as, payment ex-gratia amount of Rs.3500/- per month, payment of ex-gratia disability award @ Rs.6,300/- per month for 100% disability during the period of disablement which gets proportionately reduced in case the degree of disablement is less than 100%.

(ii) Army Group Insurance Fund Cover:

(a) Disability:- Rs.7.5 Lakh for 100% disability, proportionately reduced to Rs.1.5 Lakh for 20% disability.

(b) Ex-Gratia Grant (for less than 20% disability):- Rs.50,000/- for cadet being invalidated out in the first two years of training and Rs.1 Lakh if invalidated out during the last year of training.

(c) Preference in Employment in the Government Jobs:- Cadets who are invalidated out on medical grounds attributable to military training are accorded priority for the purposes of employment.

(e) Any cadet on getting injured in the Academy is provided free medical treatment at Military Hospital. The data of expenditure on such treatment is not maintained.

(क) क्या यह सच है कि घायल एनडीए कैडेटों को देश में पूर्व-सैनिकों का दर्जा नहीं दिया गया है, यदि हां, तो तत्संबंधी ब्यौरा क्या है और इसके कारण क्या हैं;

(ख) विगत तीन वर्षों के दौरान राष्ट्रीय रक्षा अकादमी (एनडीए) में प्रशिक्षण के दौरान घायल हो जाने के कारण अनुपयुक्त और सेवानिवृत्त घोषित किए जा चुके कैडेटों की कुल वर्ष-वार संख्या क्या है;

(ग) क्या सरकार के पास ऐसे कैडेटों के कल्याण के लिए कोई विशिष्ट योजना मौजूद है;

(घ) यदि हां, तो तत्संबंधी ब्यौरा क्या है और यदि नहीं, तो क्या सरकार ऐसी किसी योजना पर विचार कर रही है; और

(ङ) सरकार ने अकादमी में इन घायल कैडेटों के उपचार के लिए कितनी राशि व्यय की है ?

(क) जी हां । एनडीए कैडेट कमीशंड अफसर नहीं होते हैं और इसलिए उनको सैनिक नहीं माना जाता है ।

(ख) पिछले तीन वर्षों के दौरान प्रशिक्षण प्राप्त करने के दौरान चिकित्सा आधार पर अयोग्य घोषित किए गए और एनडीए से वापस भेजे गए कैडेटों की संख्या के ब्यौरे निम्न प्रकार हैं:-

(i) 2012 - 11

(ii) 2013 - 10

(iii) 2014 - 06

(ग) और (घ) जी हां । चिकित्सा आधार पर एनडीए से निकाले गए कैडेटों के कल्याण की स्कीमें निम्न प्रकार हैं:-

(i) निःशक्तता के मामलों में अनुग्रह एवार्ड: चिकित्सा आधार पर बाहर किए जाने के बाद कैडेट, 3500/- रुपए प्रतिमाह की अनुग्रह राशि के भुगतान, निःशक्तता की अवधि के दौरान 100% निःशक्तता के लिए 6300/- रुपए प्रतिमाह की दर पर निःशक्तता एवार्ड के भुगतान जिसे निःशक्तता की डिग्री 100% से कम होने पर समानुपातिक रूप के कम किया जाता है, जैसे अनुग्रह एवार्ड के लिए पात्र होता है ।

(ii) सेना समूह बीमा निधि कवर:

(क) निःशक्तता:- 100% निःशक्तता के लिए 7.5 लाख रुपये, इसे समानुपातिक रूप से 20% की निःशक्तता के लिए कम करके 1.5 लाख रूपये तक किया जाता है ।

(ख) अनुग्रह अनुदान (20% से कम निःशक्तता के लिए):- प्रशिक्षण के पहले दो वर्षों में अशक्तता आधार पर बाहर किए गए कैडेट के लिए 50,000/-रुपए और प्रशिक्षण के अंतिम वर्ष में बाहर किए गए कैडेट के लिए 01 लाख रुपए ।

(ग) सरकारी नौकरियों में रोजगार में वरीयता:- सैन्य प्रशिक्षण के दौरान चिकित्सा आधार पर अमान्य कर निकाले गए कैडेटों को रोजगार के प्रयोजनों हेतु प्राथमिकता प्रदान की जाती है ।

(ड़) अकादमी में घायल होने वाले किसी भी कैडेट को सैन्य अस्पताल में निःशुल्क उपचार प्रदान किया जाता है । ऐसे उपचार पर व्यय आंकड़ों का रख-रखाव नहीं किया जाता है ।

Grant of Transport Allowance to Central Government Employees Dated 6th August, 2015


Finance Ministry issued orders regarding the revised rates of Transport Allowance to Central Government employees as per Census 2011 with effect from 1.4.2015. The re-classification of cities/towns are specified in the list attached as Annexure.

Subject:- Grant of Transport Allowance to Central Government employees

Reference is invited to Ministry of Finance, Department of Expenditure O.M. No.21(2)/2008-E.II(B) dated 29th August 2008 regarding grant of Transport Allowance to Central Government employees, consequent upon implementation of the recommendations of the Sixth Central Pay Commission (6th CPC).

2. The Government has since considered the re-classification of cities/towns/localities as per Census-2011 (population criteria) for the purpose of Transport Allowance. Accordingly, the President is pleased to decide the revised classification of cities, towns and localities, for the purpose of grant of Transport Allowance at higher rates to Central Government employees, as per Annexure-1.
Therefore, the table below Para ‘1’ of O.M. dated 29.08.2008 stands partially modified as under :-
The revised classification of cities/towns/localities for the purpose of grant of Transport Allowance shall take effect from 1st April, 2015.

4. The orders will apply to all civilian employees of the Central Government. The orders will also be applicable to the civilian employees paid from the Defence Services Estimates. In respect of Armed Forces personnel and Railway employees, separate orders will be issued by the Ministry of Defense and the Ministry of Railways, respectively.

5. All other conditions mentioned in Department of Expenditure O.M. No.21(2)/2008-E.II(B) dated 29.08.2008 shall remained unchanged.
6. In so far as the persons working in the Indian Audit and Accounts Department are concerned, this Order issues in consultation with the Comptroller and Auditor General of India.

Now get mobile data deactivated by a call or SMS to 1925

Mobile subscribers will be able to activate or deactivate internet service on their mobile phone by calling or sending an SMS to a new toll free number 1925 from next month onwards. 

The new directive from telecom regulator TRAI follows a large number of complaints from customers that mobile operators were keeping the process of deactivation very complex to earn extra revenue. 

The directive issued today mandates telecom operators to provide toll free number '1925' from September 1 to activate or deactivate mobile internet service either by making a call on the number and following instruction or by sending a SMS. 

Customers can send SMS to 1925 by writing 'START' to activate and 'STOP' to deactivate the service. Telecom operators will have to immediately reply to customer about status of activation and deactivation of their service. 

The new amendment issued in Telecom Consumers Protection Regulations directs telecom operators not to charge subscribers for usage beyond subscribed limit without their explicit consent. 

"No service provider shall activate or deactivate the data service on the Cellular Mobile Telephone connection of a consumer without his explicit consent," the Telecom Regulatory Authority of India said. 

Though provision to activate or deactivate a value added service has already been in place but telecom operators often refused complete deactivation of mobile internet services. 

"These complaints mainly relate to... non-availability of information relating to data usage... non-availability of information to consumers whenever the data pack is exhausted..activation of internet service on mobile phones without the explicit consent of the consumer," TRAI said. 

Under the new rule, the regulator has clarified that the consent of a mobile customer expires after the subscribed mobile internet limit like 500 MB, 1GB, 2GB etc., gets exhausted. 

"Authority decided that those consumers taking data packs such as STV (special tariff voucher) or Combo Voucher or add-on pack will be deemed to have given their consent for data services. Such consent will be deemed to be only for the duration of validity of data pack or on exhausting the data limit, whichever is earlier," the regulator said. 

The difference in mobile internet rates under scheme and without any scheme can be as high as 500 times. 

The regulator has asked telecom operators to send alert to those customers who have not subscribed to mobile internet service, but use it as per their need, after every 10 megabyte of data consumed by them. Consumers will also have an option to opt out of this alert. 

Customers on international roaming will only get alert to switch off mobile internet service on their handset if they are not using it.

'No police verification needed to renew passport'

NEW DELHI: Citizens can now get their passports reissued without having to go through police verification, the government said on Wednesday.This is expected to drastically cut down the time taken to renew one's passport, as police verification on an average takes 15-20 days. 

"For reissue of passports, police verification is not required, provided the first passport had been issued on the basis of clear police report," MoS for external affairs VK Singh told Lok Sabha.

Backlog in vacancies for SC/ST/OBC

Department of Personnel & Training deals with reservation in posts & services under the Central Government. The services under the State come under the List-II i.e. “State List” of the Constitution, which are within the jurisdiction of the Governments of respective states. Reservation for Scheduled Castes, Scheduled Tribes and Other Backward Classes in case of direct recruitment on all India basis, in Central Government posts and Services by open competition is 15%, 7.5% and 27% respectively. In case of direct recruitment on all India basis otherwise than by open competition, in Central Government posts and services, the reservation for Scheduled Castes, Scheduled Tribes and Other Backward Classes is 16.66% 7.5% and 25.84% respectively.

As on 01.01.2013, as reported by 71 Ministries/Departments, the representation of Scheduled Castes, Scheduled Tribes and Other Backward Classes, was 17.55%, 7.72 and 17.71% respectively. Therefore, while the representation of SCs and STs is as per the prescribed percentage, the representation of OBCs is less than the prescribed percentage due to the following reasons:

(i) Reservation for Other Backward Classes started only from the year 1993.

(ii) Other Backward Classes candidates who are appointed up to 1993, that is before introduction of reservation for the Other Backward Classes, are not included for counting the representation.

(iii) There is generally a time gap between occurrence of vacancies and filling thereof as recruitment is a time consuming process.

As per the information received from Ministries/Departments, 48034 backlog vacancies for Scheduled Castes, Scheduled Tribes and Other Backward Classes were filled up during the Special Recruitment Drive which concluded on 31.03.2012. In addition, during the period 01.04.2012 to 31.12.2014, 19676 backlog reserved vacancies of Scheduled Castes, Scheduled Tribes and Other Backward Classes were also filled up in Central Government Departments/ attached and sub-ordinate offices, Banks etc.

Government constituted a Committee in July, 2013 under the Chairmanship of Secretary, Ministry of Social Justice and Empowerment to make an in depth analysis of the reasons for backlog of filling up of reserved vacancies and suggest measures to enhance the employability of reserved category candidates. The Committee submitted its report in May, 2014. Subsequent to the receipt of the recommendations of the Committee, time bound action has been finalized and intimated to all concerned Departments/Ministries on 20.11.2014 for filling up such backlog vacancies by August, 2016. The Action Plan includes study of reasons for non-filing of backlog reserved vacancies; review of prescribed standards, if required; concluding Special Recruitment Drive and conducting pre-recruitment training programmes.

This was stated by the Minister of State for Personnel, Public Grievances and Pensions and Minister of State in the Prime Minister’s Office Dr. Jitendra Singh in a written reply to a question by Shri P.L. Punia in the Rajya Sabha today.

Women's safety: Modi government asks phone makers to add panic button on handsets

NEW DELHI: In its quest to ensure women's safety, the Narendra Modi government has told mobile phone manufacturers they need to incorporate a panic button on handsets sold in the country. The administration is of the view that emergency response apps can take too long to access in a rush— configuring one of the existing buttons on a phone for the task would be much simpler and quicker. Women and child development minister Maneka Gandhi told ET that handset makers were amenable to the suggestion. "The first round of talks has been done and I have been told that they (manufacturers) have agreed in principle," she said.

To make it child-proof or prevent accidental operation, the button will require a long press or a double press.

The action will send an SMS to a set of numbers that will also provide location information. With Modi pushing for the change, the ministries of communications and women and child development have been working in tandem on the proposal.

A meeting involving all stakeholders, including handset makers, was held two weeks ago to thrash out initial details. The meeting was attended by secretaries of the two ministries and representatives of about a dozen mobile manufacturing companies, both local and foreign. Another meeting is scheduled to be held this month by ministry officials with the design and technical wings of the mobile companies.

"Initially, there was resistance on a couple of issues, namely on the expenditure to be incurred and the design of the handsets," said a senior ministry official who didn't want to be named. "The move was also resisted on the ground that there are apps available in the market for the same. The manufacturers were told that pressing a button which will be on the body of the phone is much easier and time saving than accessing an app in a moment of trouble."

Though there was "initial resistance" from a few of the companies, they later agreed in principle to the demand, officials told ET. Rather than going to the police, the SMS will be sent to a 'panic response team' chosen by each user.

"Keeping in view various constraints including the understaffed police department, it was thought prudent to send the alerts to family than police," the official said. "An overwhelming view of the manufacturers was that the facility can be provided even in basic phones."

Hari Om Rai, co-founder of handset maker Lava International, said the company didn't see any problem with the implementing the change. "I have not applied my mind yet as it is a product-level job," he said. "But I am sure if desired it can be easily done without any difficulty." Company product head Naveen Chawla added, "Everybody agreed that the issue merits serious concern. Agreeing in principle, the companies have gone back, only to return with the technology vide which the panic button can be made available on all phones."

The initiative was kicked off with Gandhi writing to communications minister Ravi Shankar Prasad durging the latter to convene a meeting of handset manufacturers in this regard.

"Hon'ble Prime Minister had recently mentioned that it is desirable to have a 'panic button' on all mobile phone handsets so that a women user can access help in times of distress," she said in her letter, which ET has seen. "I understand that there are a number of apps available for this purpose but in a situation of distress, particularly in situations where women are facing acts of violence, it is not possible to launch an app and access help." She said the solution lay in a button that can be operated without having to first unlock the phone.

"I further feel that different countries/societies/users will have different reasons for having this panic button but in the Indian context it is important for the purpose of women's safety," she wrote.

Gandhi urged "early action" in her letter and the first meeting was held less than a fortnight later. The minister said that her ministry had received several suggestions from various quarters on the matter, including special finger rings, bracelets and necklaces that could be used by women to send SOS messages.

While it appears that the mobile phone makers have been won over by gentle persuasion, one official pointed out that the government has the wherewithal to make the measure compulsory. "If the need arises, the provision to make it mandatory for mobile companies is available with the government," said a senior official.

Ensure last-mile connectivity

Having a single-touch emergency system is a muchneeded, great idea. But as with every great technologydriven public utility system, a 'panic button' is as good as its last-mile connectivity. What will make this more than a '100' number is not just its single-step procedure but also the GPS-enabled system bringing the nearest lawenforcers to the location without the usual layers of human participation. Which means the right people will have to respond swiftly and correctly to the panic beacon. Which, in turn, means training police personnel to respond to the system accordingly.

“You have no idea the sentimental value that a three and a half decades-old letter from my brother has and how it feels now, especially considering that a bomb blast took his life a day after I got the letter by post.”
These words ushered in pin-drop silence in the Indira Priyadarshini auditorium, coming as they did, from Governor of Andhra Pradesh & Telangana, E.S.L. Narasimhan, at the ‘Dak Sewa’ Awards ceremony on Tuesday.
Asked for details, he told this correspondent that it happened in 1981, when he was in Moscow on training as an Indian Police Service officer, while his brother was in the Indian Administrative Service, working on an assignment in Jorhat, Assam. The latter had just occupied his chair in his chambers when a bomb planted beneath went off, Mr. Narasimhan said, his eyes turning moist.
Addressing the impressive gathering, he said that despite the strides on the information and communication technology front and though he himself uses a lot of technology in his daily life, he was very conservative on several counts. “Notwithstanding the advent of technology, the Postal Department is the most dependable, efficient. WhatsApp may give you texts and pictures instantly, but post brings you the personal touch,” he said, to thunderous applause.
“Please restore the human touch to several services of yours that is sadly missing today,” he asked the Chief Post-Master General (AP & Telangana), B.V. Sudhakar and senior officials present. Continuing in the same vein, he said it was simply amazing how a postman found addresses that were nowhere on display, and again surprised the audience, saying “I find the postman akin to God.”
Mr. Narasimhan had a caustic word for the Greater Hyderabad Municipal Corporation. “I urge GHMC to take up the task have signboards indicating roads and addresses all over the twin cities, first and foremost.
Earlier, Mr. Sudhakar outlined several initiatives that the Department had taken in AP and Telangana and how they were being replicated in other postal circles across the country. “Contrary to popular perception that the numbers are on the wane, our postmen made 19 lakh deliveries in 2013-14 and it went up to 21.5 lakh in 2015, representing a growth of 18 per cent that is more than the industry average. On the efficiency of SpeedPost, he said it went up from 67 per cent in March, 2013 to a whopping 97 per cent in June, 2015,” he said, summing up.
Towards the close, Post-Master General (PMG), Vijayawada, M. Sampath presented Mr. Narasimhan a philatelic album and while PMG-Visakhapatnam, Sarada Sampath gave him a pictorial postcard, PMG-Business Development gifted him a ‘My Stamp’ with his photograph on it.

Facilities to Differently Abled at Government Offices

The Department of Personnel and Training has informed that as per information submitted on-line by 71 Departments/Ministries, as on 01.01.2013, there were 9341 number of persons with disabilities who were employed in the Departments/Ministries of the Central Government.  State/UT-wise information is not compiled.

 As per section 46 of the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995,  the appropriate Governments and the local authorities are required to provide for-
 (a) ramps in public buildings;
(b) adaptation of toilets for wheel chair users; 
(c)  braille symbols and auditory signals in elevators or lifts;
(d) ramps in hospitals, primary health centers and other medical care and rehabilitation institutions.
 All the Ministries/Departments have been requested to comply with this provision. The Ministry of Railways provides concessional fare for various classes of persons with disabilities as under:

 As per Section 33 of the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995, every appropriate Government are required to  appoint in every establishment such percentage of vacancies not less than three per cent for persons or class of persons with disability of which one per cent each is reserved for persons suffering from blindness or low vision; (ii) hearing impairment; (iii) locomotor disability or cerebral palsy, in the posts identified for each disability.

 This information was given by the Minister of State for Social Justice and Empowerment, Shri Krishan Pal Gurjar in a written reply to a question in Lok Sabha here today.

How Pay Commissions Play a Key Role in Boosting India's Growth

Pay Commissions, which are regularly constituted to review salaries of Central government employees, give a fillip to the Indian economy, according to analysts.

The sixth Pay Commission partly offset the after-effects of the 2008 Lehman crisis on India because of the 35% increase recommended. 

The implementation of the hike boosted two-wheeler and car sales and increased demand in the cement sector, according to global brokerage firm Bank of America Merrill Lynch.

Pay packages of government employees rose by an average of 35% as per the recommendations of 6th Pay Commission. They also received arrears of more than 30 months due to delay in the implementation.

"The arrears resulted in robust demand for consumer discretionary products that resulted in sustained stock performance over 3-5 years," Jai Shankar, chief India economist of Religare, told NDTV Profit.

Due to this co-relation between Pay Commissions and economic growth, many analysts are eagerly awaiting the 7th Pay Commission report.

The 7th Pay Commission was appointed in February last year by the outgoing Congress-led UPA government, is likely to submit its recommendations by August-end or latest by October. The recommendations are likely to be implemented by the Central government next year.

About 50 lakh central government employees (including 15 lakh defence personnel) and more than one crore state and local government employees will gain from the recommendations to be made by 7th Pay Commission, according to Religare. 

Besides, it will also result in an upward revision of pension for about 30 lakh retired Central government employees.

While there is no consensus on the amount of salary hike likely to be recommended by the 7th Pay Commission, analyst expects it to be in the range of 15 to 40%.

While Bank of America estimates the salary raise to be at 15%, Religare puts it at 28 to 30%. Credit Suisse expects a salary hike of 40%.

Economists see the 7th Pay Commission as improving the economic activity in the country by increasing consumption.

"The most important factor is economic activity itself which is gaining pace and, together with greater employment generation and policy reform, the 7th Pay Commission salary hike may help India enter a larger virtuous cycle," said Religare. 

"A 15 per cent salary increase would push up the central government's salary bill by Rs 25,000 crore (or $4 billion), which is 0.2 per cent of India's GDP. This will help in a consumption-driven recovery in the domestic economy," said Indranil Sen Gupta of Bank of America Merrill Lynch.
