New Rs 1,000 notes with more security features coming soon

The Reserve Bank of India would soon start issuing Rs 1,000 notes with enhanced security features. 

These notes would come with the rupee symbol and inset letter 'L' with numerals in ascending size in number panels. Officials from RBI said the objective is to increase security features for such legal tender. 

"We have already issued Rs 500 notes with such security features in limited quantities from our currency chests," a senior RBI official said. 

"The idea of incorporating numerals in ascending size in numeral panels is to prevent forgery or counterfeit and public should not get confused if they see numerals in ascending size in the number panel," the official said. The practice of incorporating numerals in ascending size in currency note is an important security feature that is adopted in countries like Singapore. "Such features will also help detect the genuine notes from fake ones," the official said. 

As per the RBI annual report for 2014-15, notes of denominations of Rs 500 and Rs 1,000 together accounted for approximately 85% of the total value of banknotes in circulation at the end of March 2015. In volume terms, notes of 10 and 100 together accounted for 54% during the period ending March 2015. 

During 2013-14, notes of Rs 500 and Rs 1,000 together accounted for 84% of the total value of banknotes in circulation while in volume terms, legal tender of 10 and 100 together accounted for 53.6% of total currency in circulation. 

The new 1,000 notes that will be issued are in the Mahatma Gandhi Series- 2005. Such currency with numerals in ascending size in numbering panels have already been put in circulation for 100 notes earlier.

Bonus ceiling likely to revise

It is learnt that Government is considering to revise calculation ceiling from the present level of Rs. 3500/- per month to Rs. 7000/- per month or th minimum wages for the scheduled employment as fixed by the appropriate Government, whichever is higher. Government has yet not fixed the minimum wages. It was also learnt that Government is going to fix the minimum wages at a level which is respectable. Under this circumstances, on an average the calculation ceiling for the purpose of bonus would be Rs. 10000/- per month.

POs to do online shopping on behalf of customers

CHENNAI: People in rural Tamil Nadu having no access to Internet can soon indulge in online shopping, thanks to an initiative of India Post. Called mVPaytm, India Post’s e-commerce platform will offer assisted online shopping in rural post offices across the State.
Mervin Alexander, Postmaster General, Chennai City Region, told Express that India Post has tied up with mVikarsha Mobile Solutions to offer the assisted shopping service. The tie-up will benefit rural customers who have the choice to select from a list of 1,000 items. After a pilot project at two postal divisions, mVikarsha got approval for expanding across all head and sub post offices in the State.

“Villagers will have to come to the post ofiice to place the order. The postal department official will log in on behalf of the customer and place the order. Once the order is placed, the item will be delivered to the post office and the customer will receive an SMS,” Alexander said. Initially, the service will be provided in 500 post offices. “This service will be offered only in rural areas as part of our effort to bridge the digital divide,” Alexander clarified.

To a query on what would be the revenue through the venture, Alexander said it was too early to talk about revenues. “It all depends on the patronage. After three months, we will get an idea. Revenue will be in the form of postal charges as well as commission from e-payment,” he added.

The development comes at a time when use of social media in rural India is growing. A report states that social media in rural Tamil Nadu has grown by nearly 100 per cent in the last one year with several million users residing in that belt, fuelling the desire to buy essential, aspirational and life style items in that order. The items include mobile phones, gold coins and jewellery, apparels, home and kitchen appliances, consumer durables, rechargeable lights, fans, etc.

National Insurance, Postal Dept tie up

The National Insurance Company, on Monday, signed a memorandum of understanding with the Department of Posts for marketing of insurance policies under the Pradhan Mantri Bima Suraksha Yojna. The scheme will initially be across 800 head post offices all over India, the company said in a press release. According to Rajesh Aggarwal, CMD, National Insurance, around seven crore enrolments have been done by all companies, of which, two crore enrolments are from poorer sections of society. National Insurance has enrolled almost half of total enrolment (around 3.5 crore), it said in a release.

The contentious issue of one rank, one pension controversy may soon be resolved even as the agitating ex-servicemen and the government appeared to have ironed out some major differences on the issue. The defence veterans stated on Wednesday that they may accept revision of pension once in two years instead of one year as demanded by them.

War veteran Maj. Gen. Satbir Singh (Retd) said they have got positive signals from the government for the last few days but stopped short of saying there was a breakthrough.

Maj. Gen. Singh, who has been leading the protest in Jantar Mantar for the last 80 days, said the issue was non-negotiable and both the elements of the OROP concept cannot be interfered. An agreement can be reached once we know what is on the platter (offer by the government), he said, adding effective date of revision must be from April 1, 2014. Independent MP Rajeev Chandrasekhar, who has been mediating on the issue, said it was time veterans must return home with honour and grace by reaching an early settlement. He urged them to accept the revision of pension every three years.

Meanwhile, not in the best of health yet undeterred, Colonel Pushpendra Singh (Retd) on Wednesday resumed his fast-unto-death demanding prompt implementation of one rank, one pension scheme at Jantar Mantar here hours after he was discharged from the Army hospital. Colonel Singh, one of the ex-servicemen fasting in demand of the immediate implementation of the OROP scheme, was hospitalised Monday last — the ninth day of his fast after his medical report showed increased ketone levels.

Colonel Singh was admitted to the ICU of Army Hospital Research and Referral, from where he was discharged on Wednesday. Hours later, he returned to the protest site to join his fellow ex-servicemen, whose agitation entered the 80th day on Wednesday.

Meanwhile, the government today refrained from setting a timeline for resolving the OROP issue but said it is committed to implementing the promise, expressing confidence that a solution “acceptable to all” will be found “very soon”.

“We will deliver OROP sooner than later to the satisfaction of all. We will do what is justifiable, what is convincing. After all, we are doing justice to society as a whole. I am not a jyotishi (astrologer) to tell you the exact date.

Final solution you will see in few days,” Union Minister Prakash Javadekar told a television channel.

Sub: Comparison of grades of running staff with those of stationary staff for the purpose of promotion/selection to Group ‘B’ posts.
Consequent upon implementation of scales of pay recommended by the Sixth Central Pay Commission, equivalence of grades of running staff with that of stationary staff for the purpose of promotion to the posts in stationary categories where both running and stationary staff are eligible and are considered together was advised in terms of Board’s letter number E (GP) 2005/2/87 dated 25.04.2011 (RBE No. 53/2011 ). However, taking cognizance of requests from various quarters including the Federations, a Committee was constituted to examine the issues arisen on account of implementation of these instructions. Now, taking note of the recommendations of the Committee, it has been decided that for the purpose of determining the eligibility of the candidates for promotion/Selection to Group ‘B’ posts, the grades of running staff may be equated with those of the stationary staff as indicated below:

3. It has further been decided that for equating running staff in the erstwhile scale of Rs.5500-9000 (now in PB2+ GP Rs.4200) with stationary staff in scale of Rs.6500-10500(now GP Rs.4600), the running staff in 'erstwhile scale of Rs.5000-8000 (now GP Rs.4200) shall be placed below running staff in erstwhile scale of Rs. Rs.5500-9000 (now in PB2+ GP Rs.4200).

4. Selection to Group ‘B’ posts which are already in progress may be proceeded with and finalised as per the existing principles. All fresh selections including those which have been initiated but where the written examination has not been held, should be held in accordance with the instructions contained
herein. The LDCE, wherever the same is in force, is a part of the process of filling vacancies in Group ‘B’ and therefore, whatever is followed in the case of 70% Selection, may also be followed in the case of corresponding LDCE.

  1. इन प्रतियोगिताओं मे इसके आयोजनकर्त्ता/हिंदी अनुभाग/प्रभाग तथा केन्द्रीय सचिवालय राजभाषा कैडर के अध‍िकार‍ियों/कर्मचारियों को छोड़ कर अन्य सभी संवर्ग के नियमित अधिकारी/ कर्मचारी/ नियमित एम.टी.एस. भाग ले सकते हैं।
  2. जिन अधिकारी/कर्मचारी की तैनाती हिंदी आशुलिपिक/ टंकक के रूप मे हुई है, वे हिंदी आशुलिपि/टंकण प्रतियोगिता में भाग नहीं ले सकते, तथापि अन्य प्रत‍ियोगिताओं में भाग ले सकते हैं।
2. यह आदेश इस कार्यालय ज्ञापन के जारी होने की तारीख से लागू होगा।

3. इसे सच‍िव (रा.भा.) के अनुमोदन से जारी किया जाता है।
