    The last episode of “Expected DA from July 2015” is almost confirmed to hike by 6% and the official announcement is expected in the second week of next month.
    ‘The government usually announces additional dearness allowance for Central staff twice in a year from January and July, based on the price-fluctuation data of the previous six months.’
    Central Government employees are currently being given a Dearness Allowance of 113%. With 6% DA almost conclusively assured from July 2015 onwards, official announcement is expected to be made during the cabinet meeting in the second week of next month. As soon as cabinet gives its nod, DA will be issued at 119% for the six months starting July 2015, up to December 2015.
    Generally additional dearness allowance is being calculated only after releasing the Consumer Price Index for the previous six months. The price fluctuation data for the six months (July to December 2015) will be published by the Labour Bureau each month. Based on this AICPIN Points, a new another additional Dearness Allowance will be issued from January 2016.
    The AICPIN points of December 2015, that is last month data will be announced only towards the end of January 2016. Only then will the Dearness Allowance from January 2016 will be calculated and it will be implemented after the cabinet gives its approval in March.
    This will be the final dearness allowance based on the calculations prescribed by the 6th Central Pay Commission.

    Grievance redressal policy under National pension System in r/o PC of A (Fys)

    Introduction:-
    Office of the principal controller of factories has been envisaged to control the functioning of forty one branch AO under 9 Group controllers. The following PAO comes under purview of this office as being pr.PAO so far as NPS is concerned. The main aim/objective behind the creation in factory organization is to render efficient, correct, prompt accounting and payment services besides financial/expertise services to factory management and OFB Authorities.

    Government of India has introduced a New Pension Scheme replacing the defined benefit pension scheme. The New Pension Scheme comes into operation w.e.f from 01.01.2004 and applicabel to all new entrants of Central Government Service on or after 01.01.2004. The New Pension Scheme is working on defined contribution basis and will have two tiers-Tier-I and Tier-II. Tier-I is mandatory for all Govt. Servants/employees of autonomous institutes. In Tier-I government will have to make a contribution of 10% of the Basic pay, DP and DA which will be deducted from his salary bill every month. Government will make equal matching contribution and will deposit the same in non-withdrawal pension Tier-I account.

    Scope:-
    Under NPS system Branch Accounts Offices are termed as “Pay Accounts Offices (PAO)”, As a Central Govt. Office, the correct and timely deposit of contribution in Tier-I account by the respective Branch Accounts Offices (PAOs) is the prime concern. As a part of PFRDA (Redressal of Subscriber Grievance) Regulation, 2015, every intermediary is required to follow the Grievance Redressal policy. Accordingly, the below stated Grievance Redressal policy (GRP) is made for prompt redressal of the grievances arising out of various services offered by the Branch Accounts Offices in the capacity of intrmediary. The scope of this GRP is restricted to redressal of grievances raised against intermediary.

    The term “Grievances”is defined as “Grievances of complaint”includes any communication that expresses dissatisfaction, in respect of the conduct or any act of omission or commission or deficiency of service on the part of Branch Accsilnts offices, an intermediary and in the nature of seeking a remedial action but do not incrude following:

    (i) Complaints that are incomplete or not specific in nature;
    (ii) communications in the nature of offering suggestions:
    (iii) Communications seeking guidance or explanation.
    (iv) complaints which are beyond the powers and functions of the PAOs/Pr.AO or beyond the provisions of the PFRDA Act and the rules regulations framed there under; and
    (v) complaints that are subjudice (cases which are under consideration by court of law or quasi-judicial body) except matters within the exlusive domain of the PFRDA under the provisions of the Act.

    Objectives:
    The purpose of this policy is to set forth the policies and procedures to be followed in receiving, handling and responding to any grievance against the concerned PAOs in respect of the services offered by them. The following are broad objectives for handling the customer grievances.

    1. To Provide fair and equal treatment to all employees of respective Factory/Branch Offices without bias at all times.
    2. To ensure that all issues raised by employees are dealt with courtesy and resolved in stipulated timelines.
    3. To develop an organizational framework to promptly address and resolve employees Grievances fairly and equitably.
    4. To Provide enhanced level of satisfaction.
    5. To provide easy accessibility to the employees of respective Factory/Branch offices for an immediate Grievance redressal.
    6.To put in place a monitoring mechanism to oversee the functioning of the Grievance Handling Policy.

    How to raise the grievance:- (Tier-I)
    The subscribers can raise grievances through the following mode:

    By raising a grievance in writing – in the specified format/letters/representation addressed to the Grievance Redressal Officer,PAO/Chief Grievance Redressal Officer, pr.AO.

    Resolution mechanism for grievances:-
    The grievance will be resolved by concerned PAO and then appropriate reply will be sent to the complainant by the PAO/Pr.AO.

    Turn Around time (TAT)
    Every grievance has to be disposed – Off by the PAO within a period of thirty days of its receipt at both the redressal tiers.

    CHANGE OF NOMENACLATURE OF LDC & UDC IN CENTRAL SECRETARIAT
    DOPT HAS DECIDED TO CHANGE THE NOMENCLATURE OF LDC & UDC OF CENTRAL SECRETARIAT OFFICES. BUT NOTHING IS HEARD IN RESPECT OF CHANGE OF NOMENCLATURE/MERGER OF LDCS AND UDCS OF SUBORDINATE OFFICES. IT IS TO BE NOTED THAT IMMEDIATELY BEFORE THE FINALIZATION OF 6TH PAY COMMISSION REPORT, GOVERNMENT HAD UPGRADED THE PAY SCALE OF THE ASSISTANT IN CENTRAL SECRETARIAT FROM RS. 5500-9000 TO 6500-10500 THAT PAVED THEM TO GET AN EDGE OVER THE PAY OF THE ASSISTANTS OF SUBORDINATE OFFICES. LIKEWISE IT MAY BE A MOVE TO GIVE MORE BENEFITS TO THE LDC & UDCS OF CENTRAL SECRETARIAT IN 7TH CPC.


    IT IS TO BE NOTED THAT THIS ASSOCIATION HAS CONTINUOUSLY RAISING THE MERGER AND UPGRADATION OF GRADE PAY LDC & UDC. THE CASE WAS SENT TO JCA SECTION WITH RECOMMENDATION BY THE DOPT BUT THE JCA RETURNED THE SAME TO DOPT WITH A REMARK THAT “THIS IS NOT AN ISSUE OF ANOMALY AND NO SUCH ITEM WAS BEFORE THE NATIONAL ANOMALY COMMITTEE” AND SUGGESTED THAT ESTABLISHMENT II MAY PROCESS THE CASES WITH THE CASE OF LDC & UDCS OF CENTRAL SECRETARIAT IN CONSULTATION WITH THE MINISTRY OF FINANCE. BUT DOPT HAS RETURNED THE CASE TO THIS ASSOCIATION WITH A DIRECTIVE TO TAKE UP THE SAME WITH MINISTRY OF FINANCE DIRECTLY.

    IT IS WORTH TO MENTION HERE THAT JCA HAD RETURNED THE CASE WITH A PLEA THAT THIS IS NOT AN ISSUE OF ANOMALY AND NO SUCH ITEM WAS BEFORE THE NATIONAL ANOMALY COMMITTEE. WHEREAS ON 9TH JUNE WHEN THE LAST MEETING OF THE NATIONAL ANOMALY COMMITTEE HELD, ITEM NO. 4 –”UPGRADATION OF PAY BAND AND GRADE PAY OF LDCS AND UDCS” WAS DISCUSSED. WHEN THERE WAS NO ITEM WAS PENDING WITH THE JCA, THEN HOW THIS ITEM SURFACED IN THE ANOMALY COMMITTEE MEETING. SIMILARLY THE CONCERNED OFFICER IN DOPT HAD ORALY INFORMED ME THAT THE CASE OF LDC & UDC WAS RETURNED BECAUSE HIS SECTION IS DEALING THE CASES OF LDC & UDC OF CENTRAL SECRETARIAT ONLY AND THE LDC & UDC OF CENTRAL SECRETARIAT HAD NOT DEMANDED THEIR PAY UP-GRADATION.

    THE STATE OF LDCS POSTED IN SUBORDINATE OFFICES HAD DISCUSSED IN THIS WEBSITE SEVERAL TIMES. THEY ARE ALLOCATED WITH WORK WORTH TO BE ALLOCATED TO UDC/ASSISTANT AND IN MOST OF THE CASES OFFICERS ARE TAKING DECISION ON THE FILE PUT UP BY THE LDCS WHERE AS IN CENTRAL SECRETARIAT SUCH FILES INITIATES BY UDC/ASSISTANT LEVEL. THUS IT IS HIGH TIME THE GOVERNMENT SHOULD TAKE A DECISION ON THE UPGRADATION OF GRADE PAY AND NOMENCLATURE OF LDC & UDCS WORKING IN THE SUBORDINATE OFFICES BEFORE THE FINALIZATION OF PAY COMMISSION REPORT.

    अगले सप्ताह तक केंद्र से सातवें वेतन आयोग की सिफारिशों की घोषणा की संभावना के चलते केंद्रीय कर्मचारियों में उत्साह है। उम्मीद जताई जा रही है कि इस पे कमिशन से कर्मचारियों के वेतन में 20 फीसदी तक बढ़ोतरी हो सकती है।

    आईएएस अफसरों सहित केन्द्र सरकार के अन्य अधिकारियों और कर्मचारियों को 7वां वेतन आयोग कौन सा सौगात देने वाला है? यह चर्चा मध्यप्रदेश के प्रशासनिक अधिकारियों के बीच गर्म है। हर दिन दिल्ली संपर्क करते हुये वेतन बढ़ने और अन्य सुविधाओं के मिलने पर संपर्क किये जा रहे हैं। अगले सप्ताह पेश होने वाली इस रिपोर्ट को लेकर कयास लगाये जा रहे हैं कि वेतन में बढ़ोत्तरी 15 से 20 प्रतिशत तक होगी। आयोग की रिपोर्ट पर 55 लाख कर्मचारी और अधिकारियों का भविष्य जुड़ा है।

     सूत्रों की माने तो केन्द्रीय कर्मचारियों के लिये नया वेतनमान तय करने के लिये गठित आयोग अगले सप्ताह सरकार को रिपोर्ट पेश कर सकती है। जस्टिस अशोक कुमार माथुर के नेतृत्व में बना आयोग पहले 10 अगस्त को अपनी अंतिम रिपोर्ट केन्द्र सरकार को सौंपने वाला था लेकिन कुछ कारणों के चलते आगे के लिये टाल दिया गया। सातवें वेतन आयोग की रिपोर्ट को लेकर मप्र के अधिकारी और कर्मचारी इसलिए भी उत्साहित हैं क्योंकि प्रदेश के मुख्यमंत्री शिवराज सिंह चौहान भी अधिकारियों और कर्मचारियों के हितों को देखते हुये कोई नया निर्णय लेंगे।

    8 साल बाद नया वेतन आयोग
    उल्लेखनीय है कि छठे वेतन आयोग की अनुशंसा अक्टूबर 2008 में लागू की गई थीं। तब कर्मचारियों को 30 महीने का एरियर भी दिया गया था। उस समय वेतन में बढ़ोत्तरी 35 फीसद तक हुई थी। संभावना जताई जा रही है कि मोदी सरकार में वेतन आयोग की सिफारिशें शीघ्र ही प्रस्तुत कर दी जाएं क्योंकि अटल सरकार के दौरान छठे वेतन आयोग के गठन में देरी हुई थी। इसे 2003 में ही गठित किया जाना था लेकिन अटल सरकार ने इसमें देरी कर दी।

    कर्मचारियों को भी बेसब्री से इंतजार
    सातवें वेतन आयोग की सिफारिशों का इंतजार अधिकारियों के साथ कर्मचारी भी बेसब्री से कर रहे हैं। छठे वेतनमान का लाभ मिलने के बाद इन कर्मचारियों को बढ़ती महंगाई से काफी राहत मिली थी। अब जबकि महंगाई का दौर पहले की तरह बरकरार है तो इस वेतनमान की सिफारिशें उनके घर के बजट को दुरुस्त करने में सहायक होगी। इसी के मद्देनजर कर्मचारी और कर्मचारी संगठन इसके बारे में जानकारी लेने के प्रयास में हैं। केन्द्र सरकार द्वारा सातवां वेतनमान केन्द्र के कर्मचारियों व अधिकारियों को दिए जाने पर प्रदेश के कर्मचारी व अधिकारी इसे राज्य में लागू करने के लिए राज्य सरकार पर दबाव बनाएंगे। इसकी भी रणनीति कुछ संगठनों ने बनाना शुरू कर दिया है।

    1 जनवरी लागू होने की तारीख
    यूपीए टू सरकार में गठित 7वें वेतन आयोग को 18 माह में अपनी अनुशंसा पेश करना था, जिससे 1 जनवरी 2016 से लागू हो सके। आयोग के लागू होने से देश के 55 लाख मौजूदा केन्द्रीय कर्मचारियों के अलावा रिटायर्ड कर्मियों को भी लाभ मिलेगा। खबर है कि आयोग ने कई पक्षों से बात करने के बाद निष्कर्ष निकाला है कि 15 से 20 फीसदी सेलरी की बढोत्तरी की जाये।

    Subject : Calendar of Departmental Examination scheduled to be held in the year 2015 – regarding.

    Directorate vide above captioned letter has informed to all circles that the methodology for conducting centralized departmental examinations for the year 2015 and onwards is under consideration and new revised calendar of examination 2015 will be issued after finalization of methodology for conducting centralized departmental examinations.

    It is once again bring to your kind notice that LDCE for the promotion to the cadre of PS Gr. B for the year 2013 and 2014 have not been held for one or other reasons best known to the Directorate and examination for the year 2015 is also due, but as on date neither methodology changed nor new revised calendar for holding of departmental examinations finalized and circulated.

    It is therefore earnestly requested to your honour to kindly look into the matter personally and issue directions to DE Division of Directorate to finalize the new calendar of departmental examination for the year 2015 at the earliest.
